Education Coordinator

Position purpose LWF is providing education and child protection assistance to Sudanese refugees in Ruweng State (in the former Unity State) and Eastern Nile State (in the former Upper Nile State).

In Ruweng State, LWF supports education and child protection in Ajoung Thok, Yida and Pamir refugee camps. LWF aims to improve education, protection, resilience and psycho social well-being of children in the camps through supporting education in primary and secondary schools, and the facilitation of child friendly spaces and community based protection systems within the refugee camps, with some support extended to host community as well.

The Education Coordinator is responsible for the overall supervision and management of all LWF Education programs in Ruweng State.

S/he entails overall responsibility for the effective and efficient management of Education activities and ensure the implementation of education activities and maintain documentation in accordance with established LWF South Sudan guidelines and procedures.

Required Qualifications
• Education: At least a Master’s degree in Education or its equivalent from a recognized institution.

Knowledge and Experience

  • A minimum of five years’ international experience managing large education project in a humanitarian settingwith many staff in a reputable international organization.
  • Excellent team work and problem solving skills.
  • Demonstrated experience and skills in training facilitation, conducting assessments, baselines and evaluations using participatory methodologies; data analysis and interpretation.
  • Possession of practical skills in writing concept notes, donor proposals and reports.
  • Sound understanding of project management cycle, humanitarian principles and standards including SPHERE, CHS and the Code of Conduct.
  • Computer literacy with full knowledge of office applications, internet and email.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Knowledge of church structures and experience with related agencies, ecumenical partners, other NGOs, UNHCR, UNICEF, ECHO, SIDA and BPRM.
  • Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
  • Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
  • Awareness of the general political, economic and development dynamics of the region.Strong organizational and management skills.

    Main duties:

    Program management

    • Responsible for the implementation of the education elements of emergency projects in accordance with approved time schedules, budgets and LWF & donor guidelines.

    • Supervise the Education Staff and ensure the Staff prepare and follow weekly and monthly work plans

    • Oversee the training workshops on education for the target beneficiaries in the refugee camps and host community

    • Design education
    data collection forms and carry out school management assessments in conjunction with the education personnel.

    • Oversee the implementation of Early Childhood Development, Primary Ecuation, Accelerated Learning programme, Secondary Education, Adult Literacy, WASH in schools and Vocational Skills training in the refugee camps and host community.

    • Oversee and give guidance on technical trainings as identified by the needs of beneficiaries.

    • Oversee the participatory needs assessments and identify issues affecting education operations for emergency projects in the project area as organized by relevant agencies.

    [Coordination and accountability [
    • Lead the organization, plan and management of targeted beneficiaries for the education interventions.

    • Lead the organization of training workshops for members of teachers, PTA and SMC for the LWF/WS supported schools.

    • Oversee the activities of the schools supported and provide necessary advice to them.

    • Lead in building the capacity of the County Education Departments (CED) in the project area to develop / strengthen their capacities for improved educational management

    • Prepare and submit weekly, monthly, quarterly and annual operational plans and reports of education activities

    • In collaboration with the County Education Departments, PTA’s and SMC’s promote girls education in the state.

    Monitoring and reporting

    • Prepare monthly reports and document case studies, best practices and lessons leant from each of the activities implemented as per the approved log frames.

    • Coordinate with the County Education Departments in the project area in the distribution of scholastic materials to the LWF supported schools.

    • Coordinate with logistics staff for supplies to the project area for education related activities.

    • Represent LWF and liaise with local, national or government partners at local or state level in coordination meetings and workshops related to education.

    • Undertake continuous monitoring visits to all the beneficiaries and project activities

    Human Resources

    • Design the Job Descriptions and manage the performance of staff under his/her direct supervision.

    • Maintain team work and an enabling working environment for Education and other field teams including ensuring clear reporting and communication channels and regular documented meetings.

    • Support the professional development of the Education team members and through conducting regular performance appraisal of the team members

    • Support the identification of training needs and plans and their execution.

    • Ensure that recruitment is gender-sensitive with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility;

    • Ensure that the skills of national staff are developed and utilized to the fullest extent possible for the furtherance of the program

    Administration/Procurement/Logistics

    • Certifiy all requests for procurement and contracts in conjunction with the Procurement Committee and ensure that procurement of Education project supplies are done in accordance with established LWF/WS South Sudan policies and procedures.

    • Implement planned activities, ensuring compliance by way of guiding Education field staff and inducting them into organizational systems and procedures;

    • Ensure safety and security of Education staff, advise and consult with the LWF/WS Team Leader on security matters, and takes appropriate action in line with the security policy.

    Relations

    • Maintain a close and consultative working relationship with stakeholders, including UNHCR, through frequent informal contact, coordination and collaboration.

    • Maintain the requisite consultative relationships with the relevant governmental authorities at State level, and other agencies engaged in rendering assistance related to the Education program objectives of LWF/WS;

    • Foster and maintain good coordination and collaboration with international and bilateral funding partners, particularly UNHCR, governments and their agencies, and other international and national NGOs.

    • Carry out any other appropriate duties as assigned by the Team Leader.
