Job Description

Introduction

Link Community Development International (Link International) was established in 1989 as Link Community Development and is one of a family of partner organizations working to improve the quality of education in rural schools across sub-Saharan Africa so that children and their communities have better life opportunities.

Link International works at all levels of the education system – with communities, schools and governments – to identify and remove the obstacles to quality education.

We work with our partner organizations to improve schools and the quality of education they deliver; to build the capacity of district departments of education; and to support government education policy and inform national and regional strategies.

Job Description Summary:

Coordinates the procurement process with concerned Programme manager and/or departments to ensure that the right commodities are requested (value for money), ensure timely procurement and delivery of goods and services to the requesters; improve the logistic system of the field office, ensure the fleet management standards of LCDE is implemented as per the fleet manual, and support the warehouse management system of the field office.

Detail Roles and Responsibilities

Logistics and/or Procurement Management:

  • Ensure that procurements are carried out in accordance with LCDE procurement & financial policies and guidelines Ensure and keep complete transaction documents from PR to final payment for each transaction;
  • Ensure the purchasing efficiency or supply chain efficiency of the field office;
  • Advise and assist all staffs on planning of procurement (bulk orders) and ensure that all required documents are forwarded by the PM in time, with clear specifications, financial codes and appropriate authorization.
  • Conduct regular market surveys of goods and services; establish and maintain a well-defined Supplier database by initiating tender processes.
  • Review procurement documents for correctness, transparency and full compliance with Audit and internal procedures and regulations.
  • Get list of suppliers and organize supplier’s data base for each category of procurement items;
  • Regularly collect price lists for most frequently procured items and update it in quarterly basis.
  • Document all procurement activities from initial request to payment request stage.
  • Check PR detail specification, codes, and sequentially give number to PR and purchase order
  • Ensure all appropriate due diligence checks and risk assessments are carried out in line with organizational policy.
  • Ensures a quality stock supplies management including timely request from main stores, its transport, on site management and distribution;
  • Conduct regular weekly warehouse supervision and Make
    sure to send an updated fixed asset register to Operations manager on a monthly basis
  • Strengthening the warehouse, stock and assets management of the field office:
  • Update asset data base regularly, Asset tagging & coding, updating bin cards regularly,
  • Reconciliation of stocks, Providing warehouse reports]
  • Prepare procurement tracker monthly and share with program manager and operations manager

    Fleet Management:

  • Facilitates all logistics and transport demands for the field office projects;
    Improving the field office fleet management provide monthly fleet plan and report to OM];
  • Maintain and develop vehicle database where fleet utilization, fuel and maintenance management can be computed/monitored on a regular basis.
  • Maintain file for all vehicle which comprises detail vehicle history, ownership certificate, maintenance cost, technical examination certificate, accident encountered and insurance policies and procedures
  • Maintain annual renewal of vehicle insurance and vehicle inspection and follow-up and update timely information on the insurance of new vehicles.
  • Supervise drivers on their day to day activities and ensure staffs are getting best service.
  • Ensures timely maintenance of vehicles and keep each vehicle in a condition that is ready to use at any time needed and follow and control each vehicle’s service schedule.
  • Supervise and control weather all drivers are properly filling their log sheet and reporting timely.
  • Ensure every staffs are properly filling their vehicle plans, submitting as per the standard and they are assigned
  • To ensure submission of timely field trip plans by each project and provide summary of trips schedule to staff on a regular basis.
  • Carefully manage every vehicle movement both within and outside the town.
  • Report accidents immediately to the hub and take timely action in reporting to the insurance Company.
  • Fill and compile movement tracking sheet for every travels and update to the senior logistics coordinator.
  • Collect and compile monthly fleet analysis tool and submit to operations manager

    Contract period: One year with possibility of extension based on performance

    Qualifications And Experience

  • Academic Qualification

  • Bachelor’s Degree in Management, Business Administration, or related field
  • Experience of minimum of 3 years’ in Procurement/Logistics/related posts in the NGO environment
  • Demonstrate Gender & safeguarding sensitivity in all responsibilities.
  • Ability to work independently and take personal initiative
  • Female applicants are appreciated
    Reasonable level of proficiency to read, write and communicate in English
  • Knowledge in commodity management
  • Excellent computer software skills
  • Matters not covered by this contract or the Staff Handbook are governed by the mandatory provisions of the Labour Proclamation in force at the time.
