Purpose of the job

To provide high level technical disability and inclusion expertise and guidance to a large education programme in South Sudan whilst also overseeing the effective delivery, financial management, grant compliance, monitoring, and reporting of Leonard Cheshire’s portion of the programme in collaboration with our country and
regional teams and our global research, technical, programmes and finance teams.

Key Responsibilities

  • Responsible for Leonard Cheshire’s delivery of technical disability inclusion input and guidance to the leading partner, consortium members,
    and other stakeholders in South Sudan.
  • Build capacities of consortium partners in disability and inclusion through
    bespoke training, coaching and mentoring.
  • Review strategies, action plans, logframes, MEL, and policy products of
    consortium partners to ensure disability is mainstreamed across activities.
  • Support Leonard Cheshire’s research team in carrying out internal disability audits and external pieces of research on disability inclusion.
  • Provide guidance to partners to ensure that girls with disabilities, their families and DPOs are consulted and actively participating in decision making processes.
  • Work with partners on evaluating the existing screening and assessment
    mechanisms and advise on revisions required to make them more inclusive, i.e using the Washington group questions.
  • Support partners to identify barriers to education of children with disabilities and to strategize solutions.
  • Provide technical disability inclusion inputs into communications, materials and publications to ensure they are accessible and inclusive of people/girls with disabilities.
  • Lead on developing guidance notes on the theme of disability inclusion education sector in South Sudan.
  • Provide ongoing support to the consortium members and other stakeholders including advising on adequate monitoring and evaluation
    methodologies of Inclusive Education.
  • Make key decisions in relation to the programme implementation and offer
    solutions to problems that arise during the implementation.
  • Ensure the programme is implemented and evaluated in a consultative
    and participative manner.
  • Motivate the consortium members/stakeholders and ensure they have clear disability and inclusion objectives within the entire programme and receive meaningful feedback on their progress.
  • Ensure that the project is implemented according to the contract, on time and on budget.
  • Work closely with the Regional Finance Manager and International Finance Department to ensure effective financial and budgetary control of
    the programmes, according to LC’s policy and procedures;
  • Ensure corrective measures are taken to address over/under spends in the project
    budgets management actions;
  • Review monthly budget vs actual reports,
    quarterly and annual budget review including following up on management actions.
  • Manage the timely compilation and submission of quality financial and narrative reports as per Lead partner and donor reporting requirements.
  • Support Head Office with the drafting of TORs, manage and monitor subcontractors, to ensure activities and outcomes are produced in an effective and timely manner and in line with donor and LC requirements
  • Comply with all LC, partner and donor’s policies and procedures and
    ensure contractors and their project staff have copies of and comply with
    policies and procedures.
  • Ensure safeguarding and safe programming across all LC’s projects incountry.
  • Support HR management to ensure the short and long-term success of the programme, including consultant’s recruitment, staff/volunteer’s
    development.
  • In consultation with key staff members, take the responsibility for procurement of external consultants and training providers as and when is
    needed.
  • Work closely with the consortium and the regional team to continuously monitor and report on security issues/concerns and incidences.
  • Ensure the programme meets LC’s Quality Standards, Safeguarding, Child
    Protection and other international Codes of Conduct.
  • Undertake any other responsibilities as may be assigned by the organisation at large.

    Person specification
    Essential Requirements
  • Educated to at least Masters level in a related discipline
  • Extensive experience of providing technical guidance and input on disability inclusion within large, multi-country programmes.
  • Knowledge of working or supporting education programmes.
  • Experience of working in the field of Inclusive Education is an advantage.
  • Significant experience of programme cycle management and impact monitoring in disability inclusion, protection and/ or education international programming.
  • Proven experience of delivering disability programming in a global/regional
    context at a senior level.
  • Experience of training and capacity building of a variety of stakeholders.
  • Proven experience of developing accessible training materials and sessions.
  • Experience of managing statutory and other donor contracts and budgets.
  • Previous experience of living and working in South Sudan is essential.
  • Ability to periodically travel to South Sudan.
  • Commitment to LC work, mission and values.
  • Experience working with Disabled people’s organizations and/or local governmental and non-governmental structures.

    Desirable
  • Experience of designing monitoring and evaluation systems.
  • Lived experience of disability and activism in the sector.
  • Experience in operational research.
  • Experience in mobilizing cash programmes.

    Key Competencies & Skills
  • Project and Financial management and analysis skills
  • Excellent communication (written & spoken) and senior level relationship building skills
  • Good working knowledge of local languages and basic proficiency in Sign Language will be an added advantage
  • Ability to work independently and within a team through focused leadership and guidance
  • Ability to be proactive, work flexibly and think creatively
  • High level technical skills in Microsoft office as well a other software packages
