Job Purpose

  • To be the focal person coordinating the general implementation of the National Engagement Strategy (NES) in Uganda.

  • To coordinate between the NES institutional frameworks including the NES Host, the Steering Committee, the Thematic Groups, and the National Land Forum. .

    The Role and Tasks of the Nes Facilitator

    The NES facilitator has two main responsibilities:

    Facilitating the work of NES/MSP platform and enhancing it, specific tasks include:

    • Support the governance of the Platform and facilitate compliance with international benchmarks

    • Overseeing and coordinating the institutional life of the platform including through the organisation of and reporting on platform and other NES-related meetings;

    • Ensuring proper communication flow and knowledge sharing within the platform (e.g. mailing lists, e-bulletins, on-line repository for knowledge products, shared calendar of events, etc.);

    • Linking strategically with global and regional CBIs (Commitment Based Initiatives) with impact in the facilitated NES country. Promote and support capacity building activities for members of the platforms;

    • Increasing the visibility of NES process and related initiatives and activities at national level through proper communications strategy and means (e.g. NES/MSP website, logo, etc.) so to increase its inclusiveness and political credibility;

    • Facilitating civil society members’ dialogue with governmental institutions and private sector where possible;

    • Establishing new strategic alliances with potential partners from civil society, intergovernmental organisations, government and public institutions and international financial partners;

    • Ensuring proper linkages with other national processes and initiatives on land so to avoid overlaps and work on potential synergies; and
    Organise sharing and joint planning sessions with international ILC members (both CSOs and IGOs) and Strategic Partners with a presence in the country.

  • Managing and coordinating the implementation of the annual NES action plan.

    Specific Tasks Include:

    • Facilitating the formulation of the annual NES framework and workplan, including organising face to face meetings with all involved members and keeping such meetings focused on joint interests;

    • Ensuring a timely implementation of activities in line with yearly action plan timeline;

    • Developing and implementing an M&E system –that is contributing to ILC’s system and takes advantage of existing tools;

    • Ensuring
    adequate quarterly reporting on NES activities to NES Steering Committee, implementing partners and ILC Secretariat;

    • Developing a sustainable financial model and supporting and coordinating fundraising efforts by NES SC members, including liaising with potential donors (among which ILC Strategic Partners) and drafting of proposals; and

    • Taking care of administrative duties, including management of financial agreements, and ensuring that all members have access to relevant administrative information.

    Person Specification

    The post holder will be a qualified Ugandan, with the following attributes:

    • Education – A Bachelors degree in Law, Social Science or any relevant discipline

    • At least 5 years of experience in the land sector in Uganda.

    • Experience of coordination or facilitation of similar working mechanisms

    • Three (3) years’ experience in development and management is also critical.

    • Understanding of safeguarding and gender values and principles.

    • Strong background in resource mobilization

    • Good rapport with stakeholders including Governments and Donors

    • Proven and Developed computer skills in work processing and spreadsheets.

    • Integrity, honesty

    • Good communication skills

    • Ability to work effectively in a culturally diverse organization

    Terms and Conditions

    • One year, renewable if funds are available.

    • The facilitator will be working part time 60% (about 3 days in a week)
