Lake Victoria South Water Works Development Agency Senior Manager - Finance, Resource Mobilization and Investment Jobs in Kenya

The position is responsible to the Chief Executive Officer for the following:

Providing effective leadership and management of the financial affairs of the
Agency.

Developing, executing and reporting on financial planning, strategies and policies.

Preparation of draft policies, strategies and guidelines for resource mobilization,
finance, investment and accounting.

Coordination of preparation, monitoring, control and evaluation of the Agency’s
budgets.

Ensuring effective and efficient management of the Agency’s resources including
assets and finances.

Preparation of appropriate, meaningful, accurate and timely management accounts and reports to the Chief Executive Officer and relevant Board Committee.

Formulation of draft policies, strategies, procedures, standards and guidelines for
finance, accounts and resource mobilization function.

Timely preparation of accurate and credible periodic financial statements that comply with relevant laws, policies, circulars and industry standards.

Effective maintenance, storage and management of financial, accounts and related
records in compliance with the law.

Negotiation with financial institutions and development partners on financial support.

Transforming technical proposals into bankable investment proposals.

Mapping and networking with existing and potential financial and investment partners.

Financial and economic evaluation of proposed investments.

Debtors and creditors portfolio management.

Provision of leadership and guidance to the finance, resource mobilization and investment teams.

Establishment, maintenance and enhancement of productive internal and external stakeholder linkages and engagement towards achievement of the Agency’s financial and investment goals.

Developing annual performance targets for Finance resource Mobilization and
Investment, being contracted and evaluated annually.

Any other responsibilities assigned by the Board or

the CEO.

Requirements

To effectively perform the outlined duties, the Agency seeks to recruit a candidate with
the following qualifications:

Bachelor’s Degree in commerce, accounting, finance or equivalent from a recognized university.

Master’s Degree in economics, statistics, commerce, accounting, finance, business
administration, marketing or equivalent from a recognized university.

Certified Public Accountants (Kenya).

Attended a management or leadership course lasting at least four weeks.

Be a member of a relevant professional body in good standing.

At least ten years of relevant experience in finance, accounts, investment banking
or resource mobilization.

Five years of relevant experience in a management position within an organization of equivalent mandate and scope of responsibilities.

At least three years relevant experience utilizing an Enterprise Resource Planning
System.

Demonstrable negotiation, communication, networking, technical, analytical, strategic thinking, report writing, mentoring, coaching, problem solving, presentation and team leadership skills.

Track record of achievement of set performance targets.

Meet requirements of Chapter Six of the Constitution.
