Scope of the Design Activity

USAID/WA AGR Team seeks to hire a consultant to lead the design and drafting of a new, five-year seeds and agriculture innovation and technologies regional program. ASSESS– the USAID/WA-funded mechanism implemented by USDA and its partners (US and Africa University partners) – will take the lead in recruiting an international Agricultural Program Design Expert to assist the USAID/WA REGO Team to design the new West Africa Seeds and Agriculture Innovations regional Program.

The expert will work closely with AGR throughout the process of program design and meet with various stakeholders in the region for separate periods of time totaling approximately 40 days LOE, between May 22 and September 2023.

Specific Tasks

The following will be the specific tasks of the expert (40 days LOE max):

  • Compile and review pertinent reports and technical program documents for relevant completed and ongoing activities that will inform the design (approximately 10 days). This includes, but not limited to, the technical and evaluation reports from the former USAID funded West Africa Seed Program (WASP) and PAIRED.

  • Outline a work plan for consultancy, including a timeline for milestones of the design process, necessary meetings and consultations, and suggested process for review and consultation on the draft program document (approximately 5 days, to be submitted by end of 3rd week).

  • Meet or speak with key stakeholders in regional organizations (ECOWAS, CORAF, ROPPA), civil society and the private sector to capture their recommendations on actions and approaches appropriate for a regional program addressing increased access to quality seeds and improved adoption of proven agriculture innovations. Some of these meetings and consultations will be conducted together with the REGO AGR staff where possible; maintain a record of meetings held and contacts made in this phase (approximately 10 days).

  • Draft five-year program description that aligns with the ECOWAS and USAID-necessary frameworks, builds on the lessons learned from the WASP and PAIRED programming, and complement with other donor funded regional programs currently implemented. The draft program description should include an initial Monitoring, Evaluation and Learning (MEL) framework with a results framework and illustrative indicators. The consultant will work with the REGO M&E specialist on this entire process, including the development of a Theory of Change and the elaboration of the M&E framework, complete draft with sufficient lead time so that consultant can take the lead on incorporating inputs/edits given in the final consultations and approval stage (approximately 10 days).

  • Collect comments and feedback on the draft program description and make final edits. This will include working with the REGO AGR team to guide how best to use and incorporate the feedback (approximately 5 days).

  • The expert will be required to submit an action plan to USAID/WA REGO/AGR by the end of the third week after being contracted. The action plan will detail the procedure to be used to implement the assignment including travel schedules, institutions to be contacted (meetings and consultations), timeline
    for milestones, and suggested process for review and consultation on the draft program document.

    Deliverables

    The deliverables of this assignment include:

  • Workplan for program development consultancy, including necessary steps, timeline and milestones for the development process.

  • Preliminary draft program description document completed and shared with the whole REGO/AGR team. This draft will then be shared with appropriate stakeholders for comments and input.

  • Final draft five-year Program Description, including references linked to evidence-based literature review and analyses, annex with list of consultations and meetings held, MEL framework and illustrative indicators, and other pertinent attachments. A final draft should be completed with sufficient lead time that the consultant will have remaining LOE in order to incorporate comments and changes that emerge from the final process of reviews and approval.

  • All deliverables will be submitted by the expert directly to the USAID/WA REGO/AGR Team Lead. The expert will also submit to ASSESS a one-page report on the completion of each deliverable (travel, meetings organized, list of stakeholders met, support received from ASSESS, etc.), to facilitate the payment process.

    Period of Performance

    The period of performance will be up to 40 days Level of Effort (LOE) during the period May and September, 2023.

    Qualification and Profile of Expert

    The Senior Agricultural Program Design Expert should:

  • Have a minimum of an MPhil/MSc. degree in Agriculture, Agricultural Economics, Agricultural Policy, Rural Sociology, or related field with not less than 10 years post-qualification experience in West Africa;

  • Experience designing, evaluation and managing agricultural programs in Africa, and specifically West Africa (minimum of 5 years for Africa);

  • Experience with USAID program design and management procedures;

  • Have a knowledgeable understanding of government, non-government, national, and regional agricultural institutions and regional agricultural policies;

  • Have a strong understanding of organizational and institutional strengthening methodologies;

  • Have good writing skills (in English) and be able to make quality inputs into the development of team report;

  • Be fluent in English and professional working proficiency (3/3) in French;
