Background

Korea International Cooperation Agency (KOICA) was established as a government-funded agency dedicated to grant aid programs on April 1991.

KOICA endeavors to combat poverty and support sustainable socio-economic growth of partner countries.

By doing so, KOICA establishes and strengthens friendly ties with developing country.

KOICA Ethiopia Office has been serving in Ethiopia since last year in supporting the development efforts of Ethiopia by mobilizing the ODA allocated by the Republic of Korean Government.

It has set up a road map of supporting the implementation of Ethiopia’s Growth and Transformation Plan II (GTP II) in short term and supporting the Ethiopian Government’s development policy plans.

Overview of the position

The Agriculture and Rural Development advisor will be responsible for providing technical support, coordinating all KOICA’s activities and establishing strategic plans related to programs.

S/he is expected to be an outstanding professional with strong track record of high- level technical expertise and inspiring leadership to improve performance

Key duties and responsibilities

  • Provide strategic and technical guidance for the roll out of the implementation of KOICA’s Agriculture and Rural Development programs and projects
  • Produce, document analyze
    and share program implementation reports
  • Collaborate with relevant ministries, regional bureaus and other KOICA’s partners in strategic planning, program/ project implementation support and M&E of KOICA’s programs and projects
  • Act as the focal person on KOICA’s Agriculture and Rural Development programs and agenda
  • Carry out other duties as assigned

    Job Requirements

    Required skills and competencies

  • BA, BSC and/or MA in Agriculture, Agricultural Economics, International Development (Agriculture Orientation) and/or other relevant fields.
  • A minimum of 5 years’ experience in policy planning and/or program/project implementation (management) and M&E
  • Good experience in policy analysis and guideline engagement
  • Good knowledge and experience of the Ethiopian Agriculture and rural Development related programs, guidelines and policies
  • Experience in working with multi-cultural environment and organizations
  • Experience in working with government and foreign development partners
  • Experience in working in the developing regional states in an advantage

    Additional skills and requirements desired
  • Fluency in English and Amharic
  • Strong writing, communication and presentation skills
  • Strong computer skills (particularly Excel, Word, Power point Presentation, and statistical software)
  • Ability to meet deadlines without compromising quality
  • Ability to manage demanding workload, multi-task, and take initiatives and solves problems
