KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context.

We are an organization of passionate TB professionals, including doctors, researchers, training experts, nurses and epidemiologists. We aim to stop the spread of the worldwide epidemic of TB and to prevent the further spread of drug-resistant TB.

Background

Ethiopia is a high TB burden country missing a third of estimated TB cases each year. While under-five children are estimated to constitute 15% of the Ethiopian population, they constituted only about 6-9% of all household contacts screened for TB.

Treatment of latent TB among children has been a major area of concern with a third of eligible under-five children in the country not receiving the nationally recommended TPT.

INH Preventive Therapy (IPT) completion rates have been low but in some rural areas with organized health extension program, high TB preventive therapy (TPT) were reported .

Contributing factors to these low TPT initiation and completion rates include lack of awareness both from the provider and patient side, misconceptions about the need for treatment and its effectiveness, lack of treatment support and structural barriers such as shortage of supplies.

KNCV will be implementing an innovative project focusing on engaging local indigenous associations in mobilizing women volunteers to support TPT initiation and monitoring treatment completion among under-five children in two zones of Ethiopia in Addis Ababa and in Southern Nations’ Nationalities’ and Peoples’ Region.

KNCV will work with local partners to improve TPT coverage and completion rates in project zones.

Purpose of the position

KNCV is looking for a TB officer who will lead and provide oversight on the above project.

Position in the organization

The TB officer will report directly to the Country Representative, and will work in close coordination with the KNCV central office teams lead and grant manager.

Duties and responsibilities

TB Officer will:

Technical assistance

  • Coordinate baseline data validation for the start-up of the project in consultation with the M&E reviewer and the technical lead;
  • Develop project specific implementation procedures (SOPs), M&E process indicators, job aides, educational materials and monitoring and recording tools for TB preventive therapy;
  • Train sub partners and local implementation teams on the SOPs of the project and on new updates on TPT including on updated and project-specific Coordinate the collection of data related to the project implementation;
  • Coordinate establishment of gender taskforces at project zones and monitor their proper functioning;
  • Support strengthening of routine M&E for contact investigations and TB preventive therapy, including treatment outcomes;
  • Contribute to designing an operational research protocol to be embedded within the project and coordinate its implementation;
  • Provide
    supervision and guidance to subnational level project staff and travel to subnational project sites;
  • Produce monthly and quarterly reports working with KNCV M&E staff;
  • Participate in regular Skype call with KNCV HQ staff and other partners to coordinate implementation;
  • Participate in international meetings to report on the progress and outcomes of the project; and to plan and strategize activities;
  • Contribute to other project activities as requested by the Country Representative and HQoverall project coordinator.

    People, project and quality management

  • Oversee the day-to-day implementation of the project, including activities undertaken by the staff involved in the projects;
  • Maintain close communication related to the project implementation with zonal health department, regional Health Bureau, National TB
  • Program and all relevant government agencies;
  • Work closely with the local partners and associations involved in the project;
  • Sub-grantee management with the local NGO.

    Knowledge management

  • Actively share knowledge and skills with the national and global TB community by contributing to development of abstracts, technical briefs and peer reviewed publications.

    Job Requirements

    Who are we looking for?

  • BSc in public health or any health related field
  • Minimum 5 years, post qualification experience including working in TB control at national or sub-national level (regional/zonal level)
  • Knowledge and experience in childhood TB program management and implementation with specially experience in Contact investigation and LTBI
  • Sound knowledge of basic principles of childhood TB and the challenges associated with diagnosing childhood TB
  • Solid knowledge and experience of operational research related to TB with particular focus on childhood TB
  • Experience working on health-related projects in an international organization;
  • Experience working with a wide range of stakeholders at local community, district, and regional levels and local indigenous associations, civil societies and NGOs
  • Candidates with experience in working with the National TB Program and building the capacity of health care workers in childhood TB will be preferred.

    Behavioral competencies and skills

  • Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community based organizations);
  • Excellent oral and written communication skills in Amharic;
  • Country national preferable, conversant in the local language;
  • Ability to work as part of a team and independently;
  • Ability to cope with a demanding work environment and to organize and prioritize workload;
  • Ability to work in a national and international team.
