We are seeking a Grants, Contracts & Compliance Manager for a period of 6 months (Maternity cover).

Reporting to Head of Finance, Contracts & Grants Management, this role is responsible for
contracts and grants management and improving operational and partner compliance.

The position is also responsible for procurement of goods and services.

Key Responsibilities

  • Work with the relevant Heads of Department and Managers to conduct due diligence on
    all market actors, implementing partners and consultants’ contracts before any
    contract/grant agreement is issued;
  • Coordinate and minute the Investment Committee meetings;
  • Prepare contracts, grant agreements and the necessary amendments as required for
    review and approval in line with the policies;
  • Support development of Requests for Proposal, placing advertisements and opening
    tenders, evaluation of the tenders and later negotiating contractual terms in line with the
    approved policies;
  • Convene and coordinate evaluation committees for all bids/tenders;
  • Prepare monthly reports on all open contracts, contractual payments, and organisation liabilities;
  • Guide the on boarding of consultants and grantees in line with the procurement policy and documentation requirements;
  • Review contracts for all consultants, partners, market actors and suppliers and prompt users of the expiry or near expiry of the contracts and grants;
  • Oversee the procurement processes and ensure goods and services are procured in a
    compliant and timely manner;
  • Ensure that all procurement procedures, policies and guidelines are applied in
    all
    procurement activities;
  • Provide information on savings from good procurement practices for Value for Money
    (VFM) validation to Head of Finance, Contracts & Grants Management;
  • Work with the Monitoring, Research & Evaluation (MRE) team to prepare the VFM report as guided by the donor reporting guidelines;
  • Review payment requisitions for all contractual assignments and ensure that the payments are in line with the contractual obligations set out in LPO, contract or grant agreements;
  • Review the financial reports from all market actors for the grants issued and ensure that they are in compliance with the contractual reporting requirements and the set budgetary allocations;
  • Supervise the IT Officer.

    Qualification and Experience

  • A Master’s degree in Finance or Accounting or related field with CPA (K) qualification
  • Registration with the Institute of Certified Public Accountants of Kenya.
  • A minimum of 7 years’ financial management experience with at least 3 years’ experience
    gained in grants management.
  • Experience in procurement especially in management of contracts and grants.
  • Ability to analyse contracts/ grants/ any other specialised procurement and anticipate any future contractual challenges, taking into account the wider organisation and policy
    context;
  • Strong relationship management and communication skills;
  • Resourcefulness and ability to work well in a team offering hands-on support;
  • Good understanding of legal and statutory obligations of KMT, vendors and any partner
    that KMT would wish to on-board;
  • In-depth understanding of contracts management (legal, execution, obligations,
    responsibilities and rights).
