Requirements for Appointment

  • Be a Kenyan citizen;
  • Be a holder of a Bachelor’s Degree in Public Administration, Business
    Administration, Human Resource or social sciences from a recognized institution;
  • A Master's degree in Human Resource, Public Policy, Business Administration
    from a recognized institution will be an added advantage
  • Have at least five (5) years relevant working experience,
  • Demonstrate a high degree of professional and technical competence in work
    performance and results;
  • Must be a member of a professional body.
  • Satisfy the requirements of Chapter Six of the Constitution.
  • Demonstrate a thorough understanding of devolution, the County Development
    objectives and Vision 2030.
  • Be a strategic thinker and results oriented.
  • Have excellent communication, organizational and interpersonal skills;
  • Have capacity to work under pressure to meet timelines;

    Duties and Responsibilities
  • The County Chief Officer shall be the authorized person in the exercise of delegated
    power and shall be responsible to the respective County Executive Member for:-
  • Organization, direction, control and co-ordination of the functions of public
    service in the County;
  • Initiating development of the appropriate County departmental policies, legal and
    institutional frameworks for the implementation of the mandate of public service;
  • Ensuring operationalization of service delivery in all the devolved units in the
    County, Sub-Counties and Wards;
  • Handling public service matters, human resource and other required issues
    related to the department;
  • Preparation of the departmental plans and budgets;
  • Ensuring strict compliance with all financial, budgetary and procurement
    procedures;
  • Ensure timely, efficiency communication and coordination of public service
    departmental affairs;
  • Interpreting and applying National and County laws and other related statutes in
    line with the County goals and objectives;
  • Perform other duties that may be assigned from time to time.

    Current (valid in 2019) documents below.

  • Criminal Investigation Department (Certificate of Good Conduct)
  • Higher Education Loans Board (HELB)
  • Credit Reference Bureau (CRB)
