Job Description/ Requirements

Kenya Shipyards Limited (KSL) is a State Corporation incorporated under the Companies Act, Act No. 17 of 2015, and is fully owned by the Government of Kenya through the National Treasury.

The mandate of the KSL is to lead and catalyze the development of shipbuilding industry in Eastern Africa with a focus on meeting the local demand of maritime assets and services from the Kenya Navy, Ministries, Departments & Agencies and other private domestic and regional clients.

The Board of Directors is inviting applications from qualified and experienced professionals to fill the following position(s):

KSL/HR/201/CORP/23: Manager, Occupational Safety, Health and Environment - KSL Grade 3 (1 position)

Consolidated Salary: KSHS 274,473.00 – 395,633.00

This is a five (5) year contract renewable subject to satisfactory performance and retirement age.

Job Purpose

The Manager, Occupational Safety, Health and Environment (OSHE) is responsible for ensuring that the Company’s Safety and Health procedures, Environmental sustainability and social safeguards activities are achieved in compliance with statutory requirements and international standards.

Key Responsibilities / Duties / Tasks

Managerial / Supervisory Responsibilities

  • Providing advisory information to Management on Occupational Safety and Health Statutory provisions, international conventions and standards to ensure compliance.

  • Providing advisory information to Management on formulation of Occupational Safety and Health Management and Administration policies.

  • Ensure development and implementation of effective Environmental, Safety and Health Strategies, Policies, Systems, Plans and Procedures in accordance with National and international legislation, guidelines and conventions.

  • Formulate guidelines on climate change mainstreaming in all KSL activities

  • Mainstream local and international environmental and social safeguard standards in all aspects of KSL infrastructural development.

  • Spearheading the implementation of the green port policy.

  • Analyze environmental aspects of the organizations’ construction programs; reviews and comments on construction bid specifications, contractor submittals and other documents.

  • Coordinating all aspects of waste management, recycling, environmental health, conservation and renewable energy.

  • Identify, develop, deploy and retain skilled and competent staff including performance appraisals, personal development and succession plans effectively and on time in accordance with the established performance management system.

  • Enforce compliance to all applicable local and international laws, regulations, policies and standards through periodic and scheduled environmental and Safety audits in all KSL facilities.

    Operational Responsibilities / Tasks

  • Developing and reviewing Occupational Safety and Health plans including risk assessment, accident prevention and analysis of data according to legal guidelines and the best industry practice.

  • Promoting quality achievement and performance improvement throughout the organization by ensuring compliance with national and international standards and legislation on Occupational safety and Health.

  • Ensuring safety and health training, awareness and sensitization for employees, contractors, port users and visitors is conducted.

  • Overseeing the performance of departmental Safety and Health Committees and providing secretariat to the Corporate Safety Committee.

  • Spearheading enforcement of Occupational Safety and Health Act, 2007 and applicable rules and regulations by employees, contractors and Port users.

  • Monitor implementation of development partners requirements regarding environmental social safeguards including resettlement action plans, heritage impact assessment and livelihood restoration plans and smooth actualization of development projects.

  • Coordinate safe disposal of condemned cargo in partnership with other government agencies such as KRA, KEBs, Port health etc.

  • Undertake consultations, correspondences and liaison on port’s environmental management with all institutions under Environmental Management
    and Coordination Act (EMCA).

  • Developing guidelines and protocols for dealing with Occupational Safety and Health emerging issues and trends.

  • Develop, review and present a variety of technical reports, documents, correspondence and records related to Port programs for decision making by the management. Job Dimensions:

  • The holder makes strategic decisions on Human Resources, Occupational Safety, Health & Environment (OSHE) Working Conditions:
    Works predominantly in office environment with regular site visits and seminars.

    Job Competencies (Knowledge, Experience and Attributes / Skills)

    Academic Qualifications

  • Master’s degree in any of the following fields: Occupational Safety and Health, Environment Management, Development Studies, Project Management or another relevant qualification.

  • First level university degree in any of the following fields: BSc in Occupational Safety and Health, Environmental Management, Social Science, Engineering or in any other equivalent qualification from a recognized institution combined with the required work experience may be accepted in lieu of the Master’s degree.

    Professional Qualifications / Membership to Professional Bodies

  • Professional Occupational Safety and Health qualification from a reputable professional institution.

  • Member of Environment Institute of Kenya (EIK) or relevant body.

  • Registered and Licensed to Practice as an Environmental Expert by National Environment Management Company (NEMA).

  • Training in Environment Impact Assessment/Audit (EIA)

  • Certificate in Environmental and Social Safeguards Standards.

  • Undertaken Leadership/Management course from a recognized institution.

    Previous Relevant Work Experience Required

  • A minimum period of ten (10) years relevant work experience three (3) of which should be in a managerial position.

  • Work Experience in a manufacturing industry is desirable.
