Gross Salary Scale: As per NPSC Salary Scale

Leave allowance: As existing in the Commission

Duties and responsibilities

Managerial Responsibility

  • Manages the continuous legal review of Legislation and Regulations on the mandate of the Commission;
  • Manages the handling of appeals submitted to the Appeals Committee of the Commission;
  • Initiate the development of policies on legal affairs and procedures of the Commission;
  • Liaises with the legal service providers in legal and policy development, litigation and advocates;
  • Supervises prompt implementation of the Sections work plans;
  • Supervises the proper utilization of the units’ annual budget;
  • Implements findings on research on legal and regulatory issues within the mandate of the Commission;
  • Supervises the drafting of contracts, agreements and other legal documents between the Commission and third parties;
  • Develops proposals for reforms on emerging legal policies and issues;
  • Manages the Litigation cases at the Commission.

    Operational Responsibility

  • Implements performance appraisal systems of the Directorate;
  • Interprets laws and regulations;
  • Supervises the implementation of Policy, Legal, Litigation strategies in matters the Commission is involved in;
    iv. Develops the tools for monitoring the Commission’s compliance with regulatory and legislative requirements;
  • Identifies training needs within the department;
  • Organizes interactions with stakeholders with regard to Policy, Legal, Litigation and Appeal matters;
  • Designs legal and policy documents, opinions, advisories and briefs;
  • Provides
    legal advice to Sections in the Commission for implementation;
  • Implements standards and procedures in accordance with relevant international instruments, national legislation and regulations;
  • Undertake sensitization on relevant legal and policy issues to the Commission;
  • Coordinate the provision of legal opinions on Appeal cases to ensure compliance with the set criteria and procedures; and
  • Prepares units’ budget estimates.

    Requirements for Appointment

  • Bachelors Degree of Law (LLM Degree) from a recognized institution;
  • Diploma in law from Kenya School of Law, Counsel of Legal Education or any other recognized institution;
  • Admitted as an Advocate of the High Court of Kenya;
  • A Management Course lasting not less than four (4) weeks from a recognized institution;
  • Be a Certified Public Secretary (K) or its equivalent qualifications from a recognized institution;
  • Be a member of the Law Society of Kenya; and
  • Meet the requirements of chapter six of the Constitution of Kenya.
