Key Duties & Responsibilities

Duties at this level will entail:

  • Implementing the Human Resource Plan.

  • Overseeing the identification, design, and implementation of training programmes based on identified needs.

  • Guiding the development and updating of the human resource database.

  • Developing and reviewing Human Resource instruments.

  • Coordinating the implementation of recommendations from internal and external audits.

  • Supervising the preparation of training projections and plans.

  • Coordinating the administration of the payroll system.

  • Ensuring the preparation and compiling of staff deductions.

  • Undertaking disciplinary processes.

  • Organizing team‑building activities.

  • Developing a plan for annual performance target setting for review by management.

  • Coordinating staff welfare.

  • Overseeing the processing of staff travel clearance.

  • Providing secretarial services to the Human Resource Management Committee.

  • Preparing and submitting statutory deductions.

  • Updating and mitigating the Human Resource risk register.

  • Filing statutory returns for compliance with relevant applicable laws.

  • Managing payroll.

  • Administering employee benefits and compensation.

    Person Specification

    For appointment to this grade, an officer must have:

  • Cumulative service period of twelve (12) years’ relevant work experience, three (3) of which should have been in the grade of Principal Human Resource Management Officer or in a comparable position.

  • Bachelor’s degree in Human Resource Management or equivalent qualification from a recognized institution.

  • OR Bachelor’s degree in Public Administration, Sociology, Business Administration, or equivalent qualification from a recognized and accredited institution plus Higher Diploma in Human
    Resource Management or Certified Human Resource Practitioner (CHRP) Course from a recognized and accredited institution.

  • Master’s degree in Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Public Administration, or equivalent qualification from a recognized and accredited institution.

  • Certified Human Resource Practitioner (CHRP) Course or its equivalent from a recognized and accredited institution.

  • Membership of the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing.

  • Valid practicing licence from relevant professional body where applicable.

  • Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution.

  • Registration with the Institute of Human Resource Management (IHRM).

  • Proficiency in computer applications.

  • Demonstrated managerial, administrative, and professional competence in work performance and results.
