    Requirements
  • For appointment to the position of the Director Finance, an applicant must possess the following qualifications:
  • Master’s degree in Finance or related field.
  • A first degree in a Business-related course from a recognised institution
  • CPA (K) or ACCA
  • Membership of Professional Body is essential
  • Must have attended a Strategic Leadership Management course
  • Minimum of fifteen (15) years of relevant work experience with at least five (5) years at the senior management level.

    Duties and Responsibilities
  • The Director Finance is responsible for maximizing the value for money on financial assets of the Judiciary by establishing financial policies, procedures, controls and reporting systems within the institution.
  • The job holder ensures legal and regulatory compliance for all financial transactions, reporting and financial risk management within the Judiciary.
  • Ensure timely compliance with financial and fiduciary obligations of the Judiciary namely Statutory Financial Reports, quarterly statutory reports, tax compliance and proper interpretation and implementation of financial regulations and procedures.
  • Allocation and monitoring of funds to all identified and approved A.I.E holders and spending units based on approved activities.
  • Carry out Finance Directorates’ annual staff performance target setting and appraisal as part of the reward & sanction management system.
  • Advice the Chief Registrar on administration of complementary funding from development partners, including development and execution of budgets.
  • Oversee the proper maintenance of inventory on all bank accounts within the their approved signatories.
  • Advice the Chief Registrar of the Judiciary on regulatory matters concerning public finance as it relates to the Judiciary Fund.
  • Ensure that the Judiciary Fund is well managed as per the Judiciary Fund Regulation
  • In collaboration with the Director of Information Communication Technology coordinate the development of appropriate financial information management systems.
  • Coordinate and administer the Judiciary budget and ensure timely and effective implementation of programmes and activities.
  • Safeguarding assets and records in the finance and accounting units.
  • Develop robust financial controls to safeguard the revenue collected by the Judiciary on behalf of the Government
  • Member of various strategic committees within the Judiciary.
  • Lead the preparation of the Judiciary budget, medium term and annual estimates for presentation to JSC and the National Assembly.
  • Preparation of monthly, quarterly and annual analytical
  • Expenditure reports to be presented to Management and JSC and Controller of Budgets and National Treasury in accordance with Section 83 of the PFMA 2012.
  • Prepare responses on audit queries and implementation status report on action recommended by the Public Accounts
    Committee.
  • Ensure integrity and consistence in the recording, and reporting of financial reports.
  • To monitor the units -staff performance in line with PMMU
  • Overall monitoring of Revenue collection and expenditure in all court stations
  • Cash flow projections and Management
  • Lead or promote change Programmes within the Judiciary.

  • Kenya Revenue Authority,
  • Higher Education Loans Board,
  • Directorate of Criminal Investigation,
  • Ethics and Anti-Corruption Commission and
  • A recognized Credit Reference Bureau.
