For appointment to this grade, a Candidate MUST have:

  • At least fifteen (15) years relevant work experience five (5) of which have been in a senior management;

  • Bachelor’s degree in any of the following disciplines: - Economics, Human Resource Management, Business Management/Administration, Public Administration, ICT, Corporate Communications, Social Sciences or equivalent qualification from a recognized institution;

  • Master’s degree in any of the following disciplines: - Business Administration, Public
    Administration, Economics, Human Resource Management, ICT, Corporate Communications, Social Sciences or equivalent qualification from a recognized institution;

  • Leadership course lasting not less than four (4) weeks from a recognized institution;

  • Membership to a professional body and in good standing where applicable;

  • Proficiency in Computer Applications.

  • Fulfil the requirements of Chapter Six (6) of the constitution 2010.

    Duties and responsibilities

  • Provide leadership in the development, implementation and review of effective financial, human capital and management services strategies, policies and procedures for the Institute;

  • Spearhead the formulation, implementation and review policies, plans and strategies in the functional areas of Finance and Accounting, Human Resource and Administration, Information Communications Technology and Corporate Communication;

  • Spearhead the implementation of resource mobilization strategies with other Government Agencies, stakeholders and development partners to enhance corporate services towards achieving the Institute’s Mandate;

  • Oversee the development, implementation and review of financial regulations, strategies, internal controls and plans for effective and efficient use of resources in the Institute;

  • Provides overall leadership in the integration of corporate plans and programs in accordance with government guidelines, priorities and the Institute’s mandate and objectives;

  • Oversee financing of Institute’s programmes and advises on financial planning strategies and policies for sustainable development;

  • Provide leadership in the implementation of an effective quality
    management system (ISO 9001) within the Directorate;

  • Spearhead the development, implementation and review of financial and accounting control systems to enable the Institute to achieve its strategic objectives;

  • Advise the board and management on strategies for attraction, development and retention of human capital for realization of Institute’s Mandates;

  • Oversee Local and International fora on policy matters to influence policy direction on Administration and Financial matters;

  • Provides leadership in the operations and administration of the Institute’s Assets for effective, economic and efficient utilizations;
