KEMSA Director Supply Chain Management Services - Jobs in Kenya

Job Purpose

Reporting to the CEO, the successful candidate will be responsible for the provision of overall strategic management of supply chain activities; procurements, contracts, disposal processes, inventory control, asset management and to render procurement professional advice to the Authority.

Scope of Work /Duties /Responsibilities

Overseeing implementation of public procurement policies, regulations procedures and guidelines;

Monitoring compliance with public procurement and asset disposal act, 2015, and regulations; process tender for procurement of goods and services as per laid down policies and procedures;

Reviewing approved orders and requisitions;

Coordinating with legal and user departments in drawing and managing procurement contracts;

Overseeing development of procurement plans in liaison with users and as per the requirements and facilitate execution; and implementing of eprocurement strategies;

Ensuring provision of secretariat services to the procurement committees;

Coordinating the disposal of unserviceable stores as per the established regulations;

Ensuring maintenance of manual and computerized database of procurement transactions at the Authority;

Monitoring development and implementation of procurement systems for security and safe custody of the Authority’s assets; and

Ensuring maintenance of assets register as per the procurement and assets disposal act.


Qualifications

Bachelor’s degree in any of the following disciplines: Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics, or its equivalent qualifications from a recognized
institution

Master’s degree in any of the following disciplines: Supply Chain
Management, Procurement, Commerce, Business Administration, Economics
or its equivalent qualifications from a recognized institution;

Be a member of Kenya Institute of Supplies Management (KISM) or Certified

Leadership Course lasting not less than four (4) weeks from a recognized
institution;

Certificate in Management Course from a recognized institution;

Proficiency in computer applications;

Demonstrated merit and ability as reflected in work performance and results;
and

Fulfilled the requirements of Chapter six of the Constitution.


Experience

A minimum period of twelve (12) years in relevant work experience and at least four (4) years in a Management position in the Public Service or Private Sector;
