Job Purpose
Reporting to the Director, Supply Chain Management Services, the successful candidate will be responsible for contract administration, supplier performance management/appraisal, monitoring of contract execution, close out and reporting and with overall aim of achieving operational excellence.

Scope of Work /Duties /Responsibilities
  • Facilitating the Development of vendor administration/management framework;
  • Coordinating the establishment and implementation of supplier performance management framework, standardized grievance and resolution process for contract deviations;
  • Monitoring continuous improvement plans based on the project, supplier
  • relationship type, supplier strategy and agreed KPI’s and targets;
  • Overseeing and monitoring the performance of the contracts;
  • Overseeing the prompt delivery of all requirements of the contracts KEMSA Procurement and Procedures Manual;
  • Ensuring that documentations are properly assembled to facilitate timely payment to the suppliers/ contractors;
  • Coordinating proper handling of contract variations and modifications;
  • Managing the hand over and acceptance procedures;
  • Ensuring maintenance of the contract management records;
  • Ensuring that suppliers/ contractors comply to the provisions of the contracts;
  • Facilitating the discharge of performance and other guarantees;
  • Oversee preparation of contract management reports and timely submission to the CEO and the Board; and
  • Ensuring existence of harmonious relationship between the Authority and its suppliers.


    Qualifications
  • Bachelor’s degree in any of the following disciplines: - Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics or its equivalent qualifications from a recognized institution.
  • Master’s degree in any of the following disciplines: - Supply Chain Management, Procurement, Commerce, Business Administration, Economics or its equivalent qualifications from a recognized institution.
  • Member of Kenya Institute of Supplies Management (KISM) or Certified Institute of Purchasing and Supply (CIPS); or equivalent professional body in good standing;
  • Management course lasting not less than from a recognized institution;
  • Proficiency in computer applications;
  • Demonstrated merit and ability as reflected in work performance and results; and
  • Fulfil the requirements of Chapter Six of the Constitution.


    Experience
  • A minimum period of ten (10) years in relevant work experience and at three (3) years in a Supervisory position in the Public Service or Private Sector.;
