Job Purpose

Reporting to the Director Strategy and Planning, the successful candidate will be responsible for spearheading and initiating policy formulation, performance management, monitoring & evaluation, resource mobilization including development and reviewing strategic plan of the Authority.

Scope of Work /Duties /Responsibilities

Planning
  • Coordinate the development, implementing and reviewing the Authority internal policies, regulations, guidelines;
  • Developing the agenda items for management on issues of corporate planning and Resource Mobilization;
  • Ensure alignment the Authority’s strategies with national and county
  • policies, plans and strategies;
  • Coordinating corporate performance management process of all the departments and divisions at the Authority;
  • Coordinate the development of monthly, quarterly, semi-annual and annual organizational performance
  • Ensure preparation, implementation, monitoring and evaluation of the Authority’s work plans and Performance Contract (PC).
  • Ensuring production of quality planning reports
  • Guiding the performance contracting process for the Authority
  • Developing, implementing and reviewing resource mobilization, strategies and
    programmes;
  • Preparing reports to donors and relevant agencies;
  • Participate in drafting and revision of agreements with partners;
  • Identifying and mapping of potential and emerging sources of funding and assessing their current usage and potential for the future;
  • Identifying key strategic partners and maintaining a database

    Monitoring and Evaluation

  • Identify, formulate, examine, analyses and initiate review of policies
  • touching on the Authority’s programs and services
  • Participate in preparation of policy position papers
  • Participating in the performance contracting process for the Authority
  • Prepare, collect data, analyses, report, monitor and evaluate Performance Contract.
  • Undertake studies as per organizations Strategic Plan and Performance Contract such as Sectorial Studies;
  • Ensuring alignment of corporate strategies with national and county policies, plans, programs and priorities
  • Preparing quarterly, biannual and annual implementation reports
  • Preparing the budget and work plans for the division;
  • Identifying performance targets for the division.
  • Monitoring the implementation of the division’s budgets; and
  • Participate in developing strategies for stakeholder consultations and engagements.

    Qualifications
  • Bachelor’s Degree in pharmacy, Medicine, Business Management, Finance, Supply Chain Management, or any other related field from a recognized University.
  • Master’s Degree in a relevant field.
  • Professional qualification. Bachelor's Degree in any of the following fields: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;
  • Master’s Degree in any of the following fields: Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a
    recognized institution;
  • Management course lasting not less than four (4) weeks from a recognized institution;
  • Member of a relevant
    professional body in good standing where applicable;
  • Proficiency in computer applications; Demonstrated managerial, administrative and professional competence in work performance.
  • Fulfill the requirements of Chapter Six of the Constitution

    Experience
  • A minimum period of ten (10) years in relevant work experience and at least three (3) years in a Supervisory position in the Public Service or Private Sector.
