Project Overview

Primary Health Care is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP).

Primary Health Care will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region).

Position Purpose

EPI Advisor is responsible for planning and implementing the comprehensive EPI interventions at different levels across the community, facility, and public health system.

The advisor works under the supervision of the Child Health and Development adviser and in close collaboration with the MEL Team. S/he will be based in the central Project Office, with extensive travel within the Region.

Key Responsibilities

  • Accomplish any other roles and responsibilities assigned by his/her immediate supervisor.
  • Lead, manage and coordinate routine immunization activities in close collaboration with Transform:
  • Primary Health Care Technical Director, Deputy Technical Directors, Regional Program Managers and technical staff working on expanded program of Immunization
  • Actively participate in the national EPI technical Working Groups, share learning and align interventions with national initiatives and provide support to the Ministry of Health and regional health bureaus, closely work with partners such as WHO, UNICEF, and others to ensure harmonization and alignment of activities.
  • Participate in capacity building trainings and supervision at different levels during early development stages of training programs
    Coordinate EPI activities with other project inputs, particular key ones which are closely aligned;
  • Supervise and support day-to-day implementation of immunization activities and provide guidance to regional officers, as needed.
  • Prepare quarter & monthly plan, share with responsible bodies, and follow up on implementation and also share learning accordingly.
  • Identify best practices and position them for scale-up. Work closely with other JSI projects involved in EPI to share data and program learning.
  • Contribute to strengthening the use of
    HMIS and ensure strong use of data at primary health care unit level
  • Strengthen capacity and commitment of stakeholders in the effort of strengthening demand creation, behavior change communication and community mobilization activities.
  • Assess supply and logistics availability and work with Government and partners to address gaps.
  • Review available tools, guidelines and support development of new tools as necessary and based on standards set by the ministry of health.
  • Establish strong monitoring mechanism; identify program implementation challenges, propose solutions, and provide support for the implementation of the solutions.
  • Compile reports regularly and share with program staff & relevant stakeholders.

    Job Requirements
  • Masters of Public Health with relevant working experience on EPI and with more than 10 years of professional experience in the area of immunization services.
  • Extensive experience of working with the Ethiopian immunization system
  • Experience in proposal development
  • Experience in working with NGOs and/or international organizations
  • Good knowledge and experience of coordinating campaigns
  • Good experience of how to integrate services at PHCU and field level
  • Experience of strengthening the linkage between HCs and HPs
  • Experience and knowledge of the Ethiopian health system
  • Experience in developing EPI training manuals and tools.
  • Strong team work and mentoring skills.
  • Computer literacy (MS-word, excel, power point, internet) required.
  • Excellent interpersonal communication and strong personal integrity.
  • Ability to work as a member of a multicultural team is essential.
  • Extensive experience in leading EPI at national level in Ethiopia
  • Strong management experience and capacity.
  • Ability to work in stressful situation and ability to manage multiple responsibilities.
  • Strong data management and presentation skills are required.
