Job Description

The child health technical Advisor (ICCM/CBNC program), a consultancy service, will provide regional level technical support in all newborn and child health related technical areas.

S/he will provide technical support for regions in planning and implementation of newborn and child health activities at regional level.

S/he will work under the direct supervision of the regional health bureau health promotion and disease prevention core process owner and under the guidance of the regional TWGs and the child health case team coordinator of the FMoH.

The position is based in the capital city of each region with frequent travel to districts for supervision, mentoring, coaching together with the public sector staff at each level of the system.
  • Moreover the primary role of the technical assistance will be enhancing the local capacity so that ownership and sustainability of the activities will be ensured
  • Support/assist the regional child health case team in executing the annual plans of the region and come up with innovative approaches to implement the work plans
  • Provide leadership in strengthening the use of data across each levels of the health system to improve program performance for the priority MNH interventions.
  • Tapping existing communication structures and networks for social mobilization to assist the region to sustain and context specific social mobilization and community engagement activities for child health programs.
  • Facilitate effective partnership with stakeholders engaged in the implementation of newborn and child health programs.
  • Develop training plan for Zonal health office and support in conducting the trainings
  • Coordinate in-service and pre-deployment trainings for HEWs to scale up newborn and child health implementations
  • Facilitate and closely work with and contribute on the regional child survival technical working group.
  • Focuses on enhance the capacity of the health system to create ownership and sustainability of all the child survival intervention
  • Collaborate with other organizations and projects /programs working on maternal and newborn health issue to ensure synergy, sharing of technical resource, learning and mutual support
  • Initiate and participate in any of the regional undertaking to improve the supply chain of the region including the participation in the RHB organized supply chain technical working groups
  • Participate in regular child survival and newborn health technical working groups, health sector review meetings, joint supervision
    and other regional level region led activities relevant to newborn and child health’
  • Prepare regular reports on newborn and child health program progress of the region including the analysis of each level child survival interventions report to facilitate utilization of the generated data’s
  • Prepare and submit monthly activity and trip plan to the HPDP of the RHB and Child health coordinator of the FMOH.
  • Provides comprehensive activity and trip report against the planned to the HPDP of the RHB and Child health coordinator of the FMOH monthly
  • Coordinating zonal ICCM/CBNC program technical assistances’ activities


  • Compile and submit monthly plan and report of the Zonal TA with provision of timely technical guidance. Coordinates and monitors the TA’s activities and provide up to date child health program updates on their behalf.
  • Ensure the consistency of zonal ICCM/CBNC technical assistances’ support across the zones under partner support. Make sure the zonal ICCM/CBNC technical assistances’ support is well integrated with and are working in close collaboration with the ZHD.
  • Conduct supportive supervision of the zonal ICCM/CBNC technical assistances as required, with special emphasis on task execution and completion;

    Job Requirements

  • A minimum of master degree in public health or pediatrics and a degree in medical sciences
  • A minimum of 8 years’ experience in planning and implementation of child health interventions both at the community & facility level (special experience on iCCM/CBNC and IMNCI ) and extensive knowledge of child health issues and actors
  • Experience in developing donor relationships, working with/guiding national level technical working groups, working with government partners and other agencies.
  • Knowledge and experience of the Ethiopian health system
  • Strong policy analysis and policy engagement experience
  • Strong result orientation with the ability to challenge existing mind sets
  • Good skill in communicating, organizing group discussion and presentation
  • Good computer skill
  • Travels and works 50% of her/his time on field
  • Experience in working with or at various levels of the health system
  • Recent experience of working with FMOH and/or RHBs
  • Knowledge of more than one local language is advantageous
