About the project

Ethiopia-Data Use Partnership (E-DUP) seeks to recruit DHIS2 Specialists. E-DUP’s goal is to improve the use of high-quality routine health information; improve the quality, efficiency, and availability of primary health and nutrition services at all levels of the Ethiopian health system. These position holders will fully be embedded within the Federal Ministry of Health (FMoH).

Summary of Responsibilities

The DHIS2 specialist is a technical position to support the DHIS2 customization, scale-up, and operation in the Ethiopian health system.

The position holder will be responsible for coordination and technical guidance for customization, rollout, and functioning of the DHIS2 system across Ethiopia, and support the use of information for evidence-based decision making.

The incumbent will be responsible for gathering new requirements and develop apps on top of DHIS2, ensure that capacity building is done, and that health information is available for analysis and use through dashboards and visualization.

Specific Responsibilities

Ensure configuration, maintenance, proper functioning and output of the National DHIS2 implementation.

Back- and front-end support of the FMOH’s DHIS2 customization and implementation.

Support quality assurance of DHIS2 and other data systems.

Customize and add modules on DHIS2 as needed.

Identify and develop apps on top of DHIS2 as needed.

Build in-country capacity in DHIS 2 configuration, development, and technical support.

Manage the technical and non-technical documentation of FMOH’s DHIS2 and other data systems.

Analyze DHIS2 performance, identify challenges and troubleshoot.

Produce regular reports.

Support the development of interoperability and data exchange between DHIS 2 and other systems.

Facilitate training of relevant FMOH and RHBs staff on data access and use in DHIS2 and other data systems.

Build in-country capacity in data visualization and data

use for decision using DHIS2 and other data systems.

Provide project management leadership and intensive technical support during the design and implementation process of DHIS2 and other data systems.

Build in-country capacity in DHIS 2 configuration, development, and technical support.

Provide ongoing mentoring and support for FMOH and RHBs technical staff.

Job Requirements

Education

Masters and Bachelor degree in computer science, information systems, health informatics, or related fields

Experience

5+ years of experience in the development and operations of DHIS2 and/or other eHMIS applications.

Experience at the national level rollout of data systems.

Experience in applying user-centered requirements processes for design.

Experience developing web-based and/or mobile applications, web programming language (e.g. Java, JavaScript), and Unix/Linux system management..

Advanced database management skills in DHIS2 with experience in integration of databases and migration of data into DHIS2.

A team player but also able to work independently and to manage various projects daily with minimal supervision.

Systems analysis, design and implementation experience.

Experience in server management and data security management.

Good communication & interpersonal skills.

Good understanding of how public health service functions.

Language Proficiency

Excellent verbal and communication skills in both English and Amharic
