Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve, and advocate on behalf of refugees and other forcibly displaced persons, that they may heal, learn, and determine their own future.
JRS Programmes are found in 56 countries as well as in Tanzania. For many years JRS is providing support in refugees living in the camps settings in Northern Tanzania in the Education and the Psychosocial sectors and is part member of the Education Working Group (EWG).
Alongside other humanitarian organizations, JRS has made significant progress in supporting education for children in refugee camps both in primary and secondary education by increasing enrolment and closing the gender parity gap.
Access of children to primary and secondary education and share of children completing education in the above-named grades and not dropping out of the educational process significantly have improved.
Despite these significant improvements in access and participation, enhancing learning outcomes represents the greatest challenge of primary and secondary schools’ education in the refugee camps particularly for children with disability (CWD).
The classroom pedagogy and assessment practices are still largely content-focused, obscuring the achievement of competencies for children with disability.
This leads to a situation that sees the classroom teaching and assessment practices in disharmony with curricular expectations.
There is thus a need to continue to invest in the quality of curriculum and teaching-learning in classrooms with an emphasis on improving learning contents, pedagogical approaches and assessment methods to ensure all children, children with disability inclusive have a quality learning experience and achieve expected learning outcomes.
JSR aims at ensuring access to quality education, structural reforms in the education system at the refugee camps, modernization of educational content, increasing school attendance rates and addressing inequalities for children with disability.
JRS is thereby looking for an individual consultant to conduct an education needs assessment for children with disability in Nduta, Mtendeli and Nyarugusu camps in Kigoma region. We expect the consultant to engage camp-based organizations of PWDs and ensure their participation throughout and validation of findings by PWDs.
Objective of the analysis
Scope of the assignment
The assessment focus is primarily on students with disabilities who
are already accessing education, and what the quality of that education is, and how it might be improved.
The key questions are below:
What are the categories of disabilities and needs of the Congolese and Burundian children enrolled in the camp setting’s schools?
What are the screening procedures/ practices used in schools to identify more school children who have a disability but are not categorized as such?
What are the processes/procedures/systems in schools to ensure teachers/Educational staff are aware of the needs of students with disabilities (if they are in mainstream classes)?
What are the teacher’s trainings provided and their approaches towards the CWD in the camp setting schools?
What does current educational data reveal about enrolment, attendance, retention, transition, and completion rates for students with disabilities
Deliverables or expected outcomes
The consultant is expected to deliver good quality inception reports, draft report and a final report with the following information:
Inception report outlining methodologies, target groups, and data collection plan/schedule (within 10 days of contracting)
Draft report (within 25 days of contracting)
Final report (within 5 days of contracting)
Expected Results
To consolidate relationships among the Education sector and the PWD camp-based organizations
To advocate through this analysis for children with disabilities accessing to the existing schools. A collective reflection will be engaged on the means of support and ensure a good quality of education
To elaborate a good practices’ guide for an inclusive education project.
Qualifications
We are looking for a individual consultant or a group of consultants with the following qualifications:
An advanced university degree (Master’s or higher) in Education, Social Science or any other subject relevant to education.
Sound reputation in the field of research with good capacity and experience in research, policy, and implementation of programs.
Individual consultant(s) should demonstrate knowledge and experience with the educational needs and issues for children with disabilities in low-resource and/or refugee camp settings”
This should be well explained in the consultant’s profile.
Knowledge of Kirundi or French language is an added advantage.
