Joint Aid Management Field Operations Specialist Jobs in South Sudan

Plans, coordinates and implements initiatives aimed at enhancing operational excellence performance in the JAM field offices.



Implements quality control and assurance functions as assigned by the direct supervisor. The position focuses on all the field/area activities, including daily execution as well as exposure to the impact of JAM’s work on the ground.


The Field Operations Specialist, based in Juba and will primarily work to improve, monitor, and evaluate the effectiveness and efficiency of JAM nutrition, food security and livelihoods projects; coordinate with United Nations (UN) agencies, Non-Governmental Organizations (NGOs), and the international humanitarian assistance community on appropriate humanitarian responses.


It is expected that up to 40% of the Field Operations Specialist’s time will be spent traveling throughout the country to monitor program activities and assess the needs.


This includes informing programming, engage in technical exchanges, and coordinate and share information and best practices.

The position places heavy emphasis on both execution, staff growth and development


  • Staff reporting to this post: JAM Area Managers in Pibor, Bor, Aweil, Bentiu and Wunrok field Offices

  • Direct: Staff of Procurement department and logistics

  • Indirect: Other response and Support function staff

    Specific responsibilities include, but are not limited to:


    Responsibilities


  • Supervise and monitor the implementation of field offices activities, ensuring that all activities are compliant with the grant requirements.
  • Contribute to programme design and proposal development.
  • Contributes to the design and development of tools and resources aimed at improving operational efficiency, effectiveness, and compliance at the field office level.
  • Create and coordinate implementation plans for field offices, including budgets and indicator tracking plans for all awarded grants.
  • Supervise project budgets lines and ensure proper and effective use of program resources.
  • Identify FSL, Emergency Nutrition programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Monitor program progress against both programmatic and budgetary targets.
  • Coordinate activities in different field offices. This includes collecting feedback and buy-in from the field team, writing and delivering trainings, team scheduling, and troubleshooting.
  • Executing and managing field-facing communication, including ensuring all required content, tools, KPI’s and information reaches the over 100 field-based staff on a weekly basis.
  • Share strategic and tactical plans in the Field Leadership and escalate key decisions to the Senior Management team.
  • Develop the input delivery and field logistics strategy from Field Ops perspective.
  • Oversee or support the field teams with operational tasks as assigned such as field accounting, other staff recruitment, and field procurement.
  • Provide on-going support, trouble-shooting and financial management assistance to Area managers with respect to field financial and project management as warranted, and in the context of JAM policy guidelines.
  • Liaise between Country office
    finance teams and Area managers to resolve critical issues related to the projects
  • Make timely decisions; escalate to appropriate decision-makers as needed; Country Director, Program and Project Managers of key management or technical issues on the projects.
  • Work with FSL and Nutrition Technical specialists to identify learning and training opportunities for JAM staff and work as a mentor and role model for less experience staff.
  • Support representation needs as required by FSL/WASH/Nutrition Technical specialist
  • Identify “likely awards” and work with the Area managers to work on pre-award preparation.
  • Management of all other operational issues in the field program.


    Qualifications


  • Minimum of 5 years of relevant professional experience and a bachelor’s degree or 3 years of relevant professional experience and a master’s degree.
  • Self-starter with sounds technical skills, good judgment, and a strong operational focus
  • Demonstrated leadership experience including managing a team or initiating a new project.
  • Strong preference for Masters in management, social sciences, community development, or related fields also valued.
  • Excellent oral and written communication skills, superior analytical skills.
  • Ability to juggle multiple projects and shift priorities quickly without compromising quality of work.
  • Proficiency in Microsoft Office. Advanced Excel skills are desired.
  • Excellent written and oral communication skills
  • Must be able to travel on operational assignments, 25-40% on average for projects.
  • Equivalent years of experience and education will be considered.
