  • Join For Water is recruiting in the short term a manager (m / f / x) for the post of: Join For Water Program Officer in the Great Lakes. Position based in Kampala (Uganda), with frequent field missions in Uganda and to Burundi and DR Congo (Ituri).

    Duty station

  • Home in Kampala, Uganda (40%) with regular trips to Join For Water intervention areas: at this time Fort Portal region in Uganda (20%), Ituri in DR Congo (20%) and Burundi (20%) . In the future these areas and the duty station may change depending on the program. These% are indicative and can be adapted according to the needs of the program.

    Responsibilities

  • The Program Officer works in close collaboration with the Resident Representative of Join For Water in the Great Lakes, the project coordinators and partners.

  • He / she ensures the piloting of the approach with regard to the design of methodologies and the development of appropriate tools, supports the development of programs / projects, coordinates action-research, and supports institutional strengthening and advocacy in favor of rational, sustainable and equitable management of water resources.

  • As part of the Regional Support Unit (RAC) of Join For Water in the Great Lakes, he / she also contributes to the animation of the strategic reflections of the organization and shares his expertise in the other countries of Join For intervention. Water.

    Tasks

    He / she is responsible for leading the design, planning, implementation, monitoring and evaluation of projects and partnership actions:

  • Training, support and support to local organizations in water and sanitation governance, support to partners in carrying out actions and in narrative and financial reporting

  • Consultation and collaboration with local and regional authorities, decentralized state services, research institutions, businesses and local structures in terms of planning, implementation and monitoring of water resources management.

  • Development of tools for implementation and monitoring, methodological support and advice for updating these approaches and intervention strategies

  • Identification of funding avenues and support in the development of project proposals

  • Support for the development and updating of the Join For Water strategy in the Great Lakes

  • Pilot action research activities in the field of IWRM, agricultural water, ecosystem services and environmental protection and restoration; develop routes; support concrete activities; organize reflection on progress, results and reorientation; supervise monitoring and help draw lessons; all this together with partners and key players

  • Coordinate capitalization and disseminate experiences in the field within consultation spaces at departmental and national level and within Join For Water

  • Participate in exchange and advocacy platforms; prepare advocacy topics; develop advocacy strategies together with colleagues and partners and implement them

  • Monitor the skills development of Ugandan colleagues.

    Professional Qualifications Required:

    Requirements:

  • He / she must have a university degree, or equivalent by experience in a relevant field

  • He / she must have relevant professional experience: a very good knowledge of projects in the water and sanitation sectors, as well as having worked in a program / project coordination position for a minimum of 5 years in a developing country and proven experience in project management and partner capacity building

  • He
    / she has experience in partnership management and networking

  • He / she must have the availability, interest and desire to travel frequently in the region, especially in rural areas

  • He / she must have a capacity for analytical understanding, as well as synthesis and writing

  • He / she must be able to set priorities, make decisions and have a capacity for delegation

  • He / she must have a good deal of autonomy and the ability to create his / her position in line with the objectives and the means of the organization.

  • He / she must be able to rely on the resources of the organization and / or propose strategies to achieve the objectives set.

  • He / she must have an excellent command of French and English (written, spoken, read).

  • He / she must carry values ​​and personality in phase with the function: leadership, empathy, flexibility, respect, resistance to pressure, rigor and diplomacy.

    Are an Asset:

  • Knowledge of and / or experience with studies, design and construction of drinking water, sanitation and / or irrigation infrastructure

  • Knowledge of Research-Action approaches, gender (goal, strategy, means), climate change

  • The use of digital applications (e.g. mWater, Kobo Toolbox, qGIS)

  • Knowledge of Dutch

  • Knowledge of the Great Lakes region, and more specific of the DR Congo

    Contract

  • The proposed framework is a fixed-time contract until December 31, 2021. Extension of the contract is possible. This depends on the one hand on a positive evaluation and on the other hand on the funding available.

  • The remuneration, as well as the other advantages linked to the status will be fixed according to the profile and the relevant years of experience of the candidate, according to the internal scales of Join For Water.
