Background:

In Ethiopia, John Snow, Inc. (JSI) is supporting the Government of Ethiopia’s efforts to improve health care outcomes by strengthening the country’s supply chain systems.

JSI will accomplish that by focusing on improving the availability and use of data for decision making, measured by increased availability of health commodities, with a special focus on HIV, family planning (FP), maternal and child health (MCH), and malaria commodities, priority locations, improved supply chain performance and enhanced system sustainability.

We work closely with the Pharmaceuticals Supply Agency (PSA), the Food, Medicine and Health Care Administration and Control Authority (FMHACA), Regional Health Bureaus (RHBs), Zonal Health Departments (ZHDs), Woreda health offices (WoHO), and health facility management to strengthen the country’s public health supply chain system.

The supply chain collaboration with Global Fund will build on the existing support that JSI provides to PSA, RHBs, ZHDs, WoHO, and health facilities to improve supply chain data visibility, quality, and leveraging additional supply chain investments from the United States Agency for International Development (USAID) and Bill and Melinda Gates Foundation (BMGF).

This collaboration will also leverage JSI’s ongoing engagement with other implementing partners including USAID’s Global Health Supply Chain and Procurement and Supply Management (PSM) project to increase the visibility and use of quality, timely logistics data for decisionmaking. Through this grant, JSI will work with the Global Fund.

Position Summary:

  • The primary role of the Renewable Energy Advisor is to support JSI in piloting solar installations at 20 select sites running Dagu to help support consistent power availability. This pilot would involve soliciting proposals from local private sector suppliers who would conduct the assessment, installation and maintenance of solar energy at select range of facilities to determine the feasibility of scaling up solar to health facilities across the country.
  • The idea is that most health care facilities including health posts and health centers, would require approximately 5kWh of solar energy from photo-voltaic systems (PV) to support the routine use of information systems for reporting and other service related functions.

    Specific duties:

  • Prepare detailed technical specification to be included in the RFP. And this includes; description and specifications of solar PV power plant components (PV modules, inverter, charge controller, battery, cables, distribution boards, connection & switching mode with the existing power system of power plant), country quality standards and requirements, and environmental mitigation activities.
  • Conduct site survey
    for the pilot sites based on standard agreed upon site survey formats. The site survey is done to;
  • Study the electrical load requirement of each site based on the data collected from JSI and actual site conditions.
  • Verify and evaluate solar radiation resource data and local meteorological data and calculation of energy yield based on analysis of direct and diffused solar radiation, seasonal and daily characteristic, load factor, estimate the power generation potential depending on the site conditions,
  • Prepare of preliminary Feasibility Report
  • Develop layout of off-grid solar plant as per Ethiopian Electric Energy specifications and ES-3961 (Electrical Installation of Buildings standard) including all civil, structural, electrical & all related works.
  • Provide project cost estimates in term of Total Cost of Ownership (TCO). This include: basis of cost estimates, operation and maintenance costs, escalation in O&M costs and its basis, taxes, duties and levies applied to equipment for solar power projects, and financial analysis and economic analysis of the project (as part of the pilot evaluation)
  • Provide technical support in technical evaluation and supplier relationship management to effect timely completion of the project. This include preparation the complete design and technical speciation agreement for the service (supply, erection, testing & commissioning), scope of work for the contractor, and payment milestones.
    Conduct supportive supervision to monitor site level installation and provide appropriate feed back to the vendor. In addition, provide project progress report on monthly basis.
  • Perform other tasks, duties, and responsibilities as may be assigned from time to time.

    Job Requirements

    Qualifications:

    Applicants for this position should possess the following minimum qualifications:

  • Education: Practicing professional Electrical Engineer with at least ten (10) years of relevant experience on renewable energy including solar.
  • Certification: Certificates on Renewable Energy solution & related works training from recognized institution.
  • Experience: Proven experience in managing renewable energy projects including solar energy projects.

    Skills:

  • Proven ability in strategy development, manage implementation of projects and work independently.
    Strong representational and interpersonal skills.
  • Excellent written and verbal English; proficiency in Amharic
  • Ability to prepare and present technical information to partners.
  • Ability and experience with writing proposals
    Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
  • Team player.
  • Able to travel up to 50% in country to support technical activities.
  • Willingness and ability to travel internationally.
