John Dau Sudan Foundation Project Manager, Health and Nutrition Jobs in South Sudan

The John Dau Foundation built the Duk Lost Boys Clinic (DLBC) and opened it for patients in May of 2007 in the Village of Duk Payuel South Sudan.



The facility grew to become the hospital for Duk County. In 2012, JDF established the first nutrition program in Duk County in partnership with UNICEF and WFP.


In February of 2014, violence in South Sudan had spread to Duk County displacing thousands of women and children and by September 2014, the security situation permitted JDF to once again resume operations in Duk County.


With assistance from UNICEF, CHF, and OFDA, JDF reinstituted nutrition and health programming in Twic East and Duk Counties. In partnership with UNICEF, JDF is now managing 2 PHCC’S and 3 PHCU’S in the Greater Twic County.

JDF is also working to reinstitute health programming in Duk County with specific focus on rehabilitating and re-establishing health services at the Duk Lost Boys County Hospital.


Under the direct supervision of the Country Program Director, the incumbent will be responsible for managing the operational and technical aspects of the implementation of primary health care and nutrition services, as well as the CMAM programme in the different sites.


The primary objective of the position is to ensure the efficient and effective management of JDF health and nutrition programs in order to build the capacity of the organization, and to integrate health programming into the JDF hospital and other active nutrition facilities.


Primary Responsibilities


  • Liaising with the Health and Nutrition staffs and other volunteers to strengthen EPI, Nutrition and ANC defaulters tracing. This will include ensuring all defaulters are registered at the health facility level and passing on defaulters’ names to community outreach team.
  • Support JDF nutritionists in monitoring of nutrition programs through supportive supervision facilities visits to Out-patient Therapeutic Care (OTP), Stabilization Centre (SC), Target Supplementary Feeding Programs (TSFP) and Community mobilizations.
  • Ensure the monthly data bases for health and nutrition are maintained and updated monthly reports are sent to the stakeholders.
  • Support the establishment of Mother to Mother groups through Infant and Young Child Feeding (IYCF) strategy
  • Assist in ensuring administration of medical and nutritional treatment: proper dosages and administration, hygiene, storage and shelf-life. Coordinate and develop a procurement plan and keep it up-to-date throughout the duration of the project.
  • Assist in ensuring timely, proper and quality nutrition supplies, drugs and equipment in nutrition programs.
  • Monitor spending and ensure that measures are in place to mitigate against risk of over or under spending.
  • To support capacity building: Advise the JDF management in identifying key areas of training in nutrition in consultation with Country Program Director and partners and MOH at county and state, level.
  • Support the development of training muddles and presentations for different components of the CMAM (SAM, ICYF, MAM) guideline as well as different levels of trainees.
  • Support health and nutrition trainings in Twic East and ensure that data base for staff trained are kept in the JDF Juba office and shared with stakeholders through Country Program Director.
  • Provide coaching/mentoring/on the job training & regular supervision until skills are improved in management of malnutrition.
  • Support nutrition information management
    Support timely report collection and compilation of the project data and share with partners through Country Program Director and the necessary follow-ups.
  • Ensure that planning and coordination and delivery of level SMART nutrition surveys are timely through working with relevant partners and the Country Program Director.
  • Areas with gaps are identified early and communicated to SMOH & the nutrition cluster.
    Write monthly, quarterly, intermediate and final narrative reports, according to the templates and requirements of the donors.
  • Write internal monthly reports of activities, and whenever requested by Program Director.
  • Planning of activities; provide activity plan for all the duration of the projects, as well as monthly one and/or whenever requested.
  • Work with interdisciplinary departments such as logistic and administrative in the management of resources through participation in budgetary planning.
  • Create and apply a communication and
    visibility plan regarding the project(s) under your jurisdiction and responsibilities.
  • Design and ensure the correct implementation of a monitoring plan for all activities.
  • Design and correctly implement a data gathering tools and system as needed for the implementation of the project.
  • Ensure capitalization of lessons learnt and good practices in formal documents.
  • Collaborate with the logistic department in Juba in the procurement process by producing a plan for the project’s equipment and furniture and defining their technical specifications.
  • Ensure that all other logistic procedures (such as planning and movement of resources for your team) are complied, following JDF’s standard operating procedure.
  • Ensure that JDF’s policies on security, child safeguarding and fraud prevention are known by all staff and counterparts under your management and strictly implemented.
  • Participate in internal coordination meetings as when needed and/or requested.
  • Participate in external coordination meetings (Cluster meetings and health authority meetings) and ensure the correct technical coordination of JDF health and nutrition activities.
  • Represent JDF in the relations with the Ministry of Health in Twic East and Bor.
  • Ensure correct integration of JDF’s Health and Nutrition activities and strategy in the Ministry of Health’s plans, policies and regulations.
  • Ensure the coordination and solve potential overlapping of activities with other organizations and actors in the health and nutrition sector in Twic.
  • As requested by Program Director, take part in the definition of strategic orientation for the mission, be it in the operational or technical part.
  • Ensure communication and reporting regarding technical matters, as needed, with the Program Director.
  • Participate in the writing of Health and Nutrition proposals as requested by the Program Director.
  • Guided by the project’s implementation needs, and as requested by Program Director, take part in the formalization of the team needed for the correct implementation of the project, or any other member of the Health and Nutrition department.
  • Ensure the correct implementation of HR policies within your team.
  • You will be responsible for the appraisal of competencies of your team, according to the regular calendar and practices of JDF.
  • Liaise with the HR department in writing and updating job descriptions of the members of your Health and Nutrition team in Duk.
  • Train and supervise the Health and Nutrition staff recruited for the project, according to needs and job description’s definitions.
  • Ensure a long-term vision in the capacity building of the mission’s Health and Nutrition staff.
  • Commit to respect JDF Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy.
  • Commit to ensure the best implementation possible of the JDF Risk Management Policies in South Sudan
  • Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the JDF Risk Management Policies Profiles.


    Person Specification

  • Public Health qualifications with post qualification experience at hospital/health facility levels or related field
  • Experience with an international NGO working in emergency contexts, managing programes, within the health and nutrition sector.
  • Strong leadership skills and a supportive management style.
  • Diplomacy, negotiation and networking skills.
  • Willing to live and work in challenging conditions
  • Capacity to take initiatives, strong problem solving and organizational skills in day to day and crisis situations

    Desired attributes

  • Strong knowledge of primary and community health care programs
  • Ability to organize and provide supportive supervision to CBDs, OTP, TSFP, SC, PHCUs and PHCC.
  • Work experience in health and nutrition services provision at health facility level
  • Experience working in drug/commodity supply management
  • Republic of South Sudan national, preferably from Jonglei State
  • Experience as a Health and Nutrition Program Manager.
  • Experience in integrated health and nutrition programme
  • Experience of establishing strong working relationships with colleagues from different functions and cultures
  • Dynamic, open-minded a creative
