  • Jhpiego seeks a Technical Director based in Gauteng for an upcoming CDC/PEPFAR-funded project to prevent and control epidemics/pandemics among patients at risk or infected with HIV and/or HIV/TB in South Africa. Specifically, the project will enhance infection prevention and control (IPC) capacity at national, provincial, and district levels, and among HIV and TB programme implementing partners.

  • The Technical Director will operate under the leadership of the Principal Investigator /Project Director and will oversee and ensure the technical and methodological soundness of all project activities.

  • In collaboration with project team and partners, the position will support the design and implementation of project strategies based on scientific evidence.

  • This position is based in Gauteng, South Africa and is contingent upon award from CDC.

    Responsibilities

    Provide technical oversight, strategic direction and quality assurance for project activities, including:

  • ensuring the quality of technical assistance in developing national scientifically sound policies, IPC guidelines, and training curricula;

  • establishing teams for rapid deployment to address gaps in IPC resulting in facility outbreaks;

  • educating key stakeholders on scientifically sound IPC practices;

  • documenting and maintaining an inventory of successful tools and approaches for IPC and HIV/AIDS/TB and consolidating available relevant IPC information into existing health repository sites;

  • ensuring that key stakeholders including representatives of PLHIV are meaningfully involved in the planning, implementation, monitoring, and improvement of IPC activities*

  • Establish and implement a system to ensure technical quality of project activities

  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC/PEPFAR and the Government of South Africa

  • Utilize best practices in mentorship and training, with a focus on building skills and capacity of local organizations and DOH for sustainability of IPC outcomes and activities beyond the project period

  • Ensure programs are designed to be patient- and client-centered, that they meet the needs of different population types, including key and priority populations.

  • Support the development of an M&E framework captures technical assistance outcomes for the project, and that consolidates and verifies project results in line with DOH and CDC/PEPFAR reporting requirements

  • Coordinate advocacy, policy support and provider behavior change across project sites as required

  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego

  • Work closely with the Principal Investigator/Project Director on setting project priorities and directions, and responding to requests for support from local counterparts

  • Collaborate with all local stakeholders and implementing partners, especially the DOH and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations

  • Document successes, lessons learned
    and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested

  • Author/co-author abstracts, presentations, and articles for journals and conferences
    Supervise technical staff

  • Manage technical contributions of subgrantees, including defining scopes of work

  • Maintain excellent technical relationships with CDC/PEPFAR and in-country stakeholders and develop rapid responses

  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with DOH, CDC/PEPFAR, and other stakeholders to ensure timely implementation and

  • compliance to the requirements and regulations of the award

    Required Qualification

  • A Medical Degree (doctor or nursing), and Master of Public Health preferred

  • At least 8 years years’ experience in implementing and/or providing technical assistance of $5-10M per year in donor-funded projects and in the design and implementation of IPC and HIV/AIDS/TB health projects; preferably in South Africa

  • Demonstrated experience training clinical and community-based healthcare workers on IPC

  • Documented experience in supporting governments and/or organizations to adopt and implement evidence-based policies

  • Skilled in at least two or more of the following technical areas: training and mentoring of clinicians and facility staff using adult learning and group facilitation best practices, developing technical resources (training curricula, technical reference materials, standard operating procedures), emergency and/or outbreak preparedness and response, IPC in resource-limited health settings, infectious diseases, health workforce development

  • Demonstrated experience with a mix of practical technical skills necessary for strengthening IPC activities and mobilization and capacity building at the regional, national, clinical and community-level

  • Direct experience with, or understanding of, facility/hospital management and administration as it relates to implementation of IPC protocols

  • Demonstrated capabilities in institutional capacity-building and experience working effectively with the GoSA

  • Experience working in South Africa, with intimate understanding of the local health system and solid relationships at government agencies

  • Ability to describe DOH and PEPFAR HIV/TB program data collection and reporting requirements, to critically analyze program data and use program data to inform future directions

  • Familiarity with CDC/PEPFAR’s administrative, management and reporting procedures and systems

  • Proven track record managing a project team composed of several technical experts and fostering team work

  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

  • Fluent in written and spoken English; fluency in at least one South Africa’s official non-English languages preferred.

  • Proficiency in Microsoft Office

  • Ability to travel nationally to project sites up to 40% of the time
