    Quality and Safety Manager

    Summary Scope of Work

    The Quality and Safety Manager is a senior level position. The Manager leads, and coordinates the design, implementation, monitoring, and documentation of project-related Quality Improvement and Patient Safety activities.

    The Manager leads the capacity building activities focused on quality improvement and patient safety, and supports the development of related training materials and job aids.

    The Manager works closely with regional health bureaus, intervention facilities and project personnel to initiate, follow-up and document progress of Quality Improvement and Patient Safety activities in all regions.

    S/he will harmonize with the national quality strategic plan and the Quality and Patient Safety pillar of the national surgical care plan, the saving Lives through safe Surgery (SaLTS).

    S/he will build capacity for Quality Improvement and Patient Safety through training and coaching of project mentors and hospital surgical teams.

    S/he participates at regional, national and international Quality and Safety forums to represent Jhpiego, share project experience and disseminate best practices.

    The project will support select target model-learning hospitals, new primary hospitals and health centers across Ethiopia.

    Responsibilities (include Leadership, Business Development, and Knowledge Management):

    Result Areas

    Leadership and workforce development:

  • S/he will be responsible for providing technical leadership for the successful design, implementation, monitoring and documentation of Quality Improvement and Patient Safety plans or projects focused on surgical care and perioperative systems at national, regional and intervention facilities in all regions
  • Harmonize project Quality Improvement and Patient Safety plans with national the Quality Improvement and Patient Safety surgical care pillars and ongoing Health Service Quality Improvement plans
  • Build capacity of project staff, mentors, SaLTS focal persons and health care workers in regional health bureaus and intervention sites
    Support relevant Technical Working Groups and Quality and Safety workshops

    Quality Improvement (QI) and Patient Safety:

  • S/he will be responsible for providing leading the design, execution, monitoring, and documentation of all QI and Patient Safety related interventions and activities
  • Integrate Quality Improvement and Patient Safety plans or projects into mentorship program and existing facility Quality Management Unit and applicable QI processes
    Provides overall technical guidance to develop, adopt or test standard operating procedure (SOP) and other QI tools,
  • Provides overall technical guidance to develop and implement standard processes and tools to standardize service processes and create synergy across intervention areas
  • Monitor adherence to standard care processes and tools, and analyze data to better understand processes efficiency and undertake root cause analysis exercise
  • Train and coach on Quality Improvement and Patient Safety to target
    leaners
  • Assist the design and execution of periodic performance reviews and assessment plans
  • Archive and publish success stories and lessons learned on quality and safety plans


    Program Management:

  • S/he will be responsible for applying standard project management practices
  • Participates in planning, implementation and performance monitoring of planned activities and document progress towards result
  • Works with M&E and Research team to ensure project outcomes and outputs are being appropriately monitored, and monitor project deliverables
  • Provides mentorship and technical assistance to enable regional teams and public health care facilities to collect, input, analyze and regularly report quality data
  • Presents program updates internal and external stakeholders including the donor, FMOH, RHBs, technical working groups, and strategic partners

    Monitoring and Reporting:

  • S/he will be responsible for supporting facility-level data analytics, data visualization and identifying solutions that optimize surgical system efficiency and reduce surgical backlog
  • Coordinate performance review meetings and development of improvement plans
  • In collaboration with project team, produce program communication brief and success stories for internal use, and external audiences.

    Knowledge Management:

  • Promote evidence-based strategy and interventions and action research
  • Support efforts in creating a learning environment across Jhpiego by participating in developing knowledge management plans and archiving and disseminating programmatic successes stories, challenges and lessons learned
  • Support sharing of technically sound information and knowledge amongst Jhpiego staff, partner organizations and relevant community of practice (CoP)

    Business Development:

  • Scan for new business development opportunities and participate during new project development activities and testing of innovative interventions
  • Assist the development and review of Jhpiego strategies and technical materials as well as management effectiveness

    Job Requirements

    Required Skills and Abilities:

  • Well experienced in initiating, planning and executing program activities independently and who can follow up of activities with minimal oversight
  • Ability to establish and maintain effective working relationships with the clinical team, facility leadership, and partners to engage diplomatically with a wide range of audiences
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability and willingness to travel frequently to regions and facilities, as required.
  • Computer skills (Word, Excel and PowerPoint, Outlook)
  • Proficiency in speaking, writing and reading in working languages mainly English and Amharic

    Required Education and Experience:

  • A Medical Doctor or Master’s Degree in surgery, obstetrics, anesthesia, emergency medicine, nursing, midwifery, clinical pharmacy or relevant health sciences
  • Minimum of seven years’ work experience for General Practitioner or Master’s degree, and a minimum of three years’ experience for medical or public health specialists
  • In-depth understanding of Ethiopia’s health care system, service standards, and patient safety management is highly desirable
  • Training or experience in healthcare quality improvement clinical capacity building, management of academic programs or assessment of clinical competency is desirable.
  • Experience in leadership and workforce development and project management at FMOH, RHBs or international NGOs is desirable
