    Monitoring, Evaluation and Learning Advisor

    Overview:

    Jhpiego seeks a Monitoring, Evaluation and Learning Advisor to provide technical leadership, oversight and strategic direction for monitoring, evaluation, and learning (MEL) activities for an upcoming health workforce improvement project in Ethiopia.

    The project aims to address critical human resource challenges in Ethiopia’s health sector. The project will operate over a five-year period.

    The MEL Advisor will provide technical leadership for systematic collection, analysis, synthesis, use and communication of data and learning to inform project and health sector stakeholder decision-making at Federal, Regional, and District levels.

    The MEL Advisor will work closely with the FMOH, RHBs, Higher Education Institution (HEI) Managers, and other stakeholders to build their capacity to generate and use HRIS and other health workforce data for decision making, including providing leadership for establishing and/or strengthening structures that will facilitate systematic collaboration, continuous learning, and adaptive management (CLA).

    S/he will be responsible for development and execution of Activity, Monitoring, Evaluation and Learning Plans and data systems to ensure accurate, timely and efficient performance monitoring and reporting, and for documenting and disseminating project successes, challenges and lessons learned to USAID, The MEL Advisor will also be responsible for leading assessments, evaluations and implementation research on cross-cutting approaches to strengthen the health workforce in collaboration with consortium partners and stakeholders, building local capacity to collaboratively design and conduct research, utilize findings to inform policy and planning, and disseminate results.

    The MEL Advisor will also oversee and provide strategic leadership for Digital Health activities under the project. The MEL Advisor should be versed in gender and health workforce issues and reinforce gender equity in MEL approaches and efforts.

    This position is contingent upon award from USAID. Ethiopian nationals are strongly encouraged to apply.

    Responsibilities:

  • Provide leadership to ensure the project achieves its goals and corresponding objectives and targets, overseeing development and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) or Performance Monitoring Plan (PMP).
  • Ensure high-quality implementation, consistent with Ethiopia’s national monitoring and evaluation guidelines, protocols, information and reporting systems
  • Support the Chief of Party to champion holistic approaches to collaboration, learning and adaptive management , including establishing regular opportunities with key stakeholders to reflect on project progress and use information to adjust interventions as needed.
  • Oversee development and management of systems to efficiently track, analyze, visualize, use and disseminate performance and context monitoring data
  • Train and mentor project staff and implementing partners in MEL methods, tools, and systems
  • Lead results reporting to USAID by providing written documentation on MEL activities and indicator results for progress and annual reports, as appropriate
  • Ensure quality of data through data verification procedures, including data quality audits
    that are routinely carried out during the project lifecycle
  • Develop project scorecards to track quality indicators and facilitate use across partners and stakeholders to prioritize interventions based on need
  • Conduct annual assessment at each RHB and institution to review quality indicators, verify data, assess M&E system, and guide implementation
  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system
  • Build capacity of MOH, RHBs and HEI managers, and local partners to strengthen collection and use of HRIS and other health workforce data for decision making, including building capacity to review the project dashboard, assess performance, and develop action plans.
  • Provide technical support to transition MEL activities to local partners, MOH, RHB, and HEI managers according to the project transition plan
  • Supervise a team of M&E professionals that support data collection.
  • Provide leadership for relevant and appropriate dissemination and sharing of program data with stakeholders
  • Oversee and/or conduct targeted assessments, evaluations and implementation research, ensuring compliance with MoH and Johns Hopkins University institutional review board policies
  • Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes
  • Cultivate strategic M&E relationships and alliances with other USAID projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations

    Job Requirements

    Required Qualifications:

  • Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience, with deep understanding and knowledge of the health system
  • Minimum seven years of work experience in monitoring and evaluating on large, multi-year international health sector development projects (approximately $5 -10M per year)
  • Proven capacity to communicate data in accessible and engaging ways – experience in innovative visualization of results an advantage
  • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, human resource and health management information systems, reporting, data quality assessments, data analysis and visual data presentation
  • Proven experience managing and operating digital platforms, including HRIS
  • Demonstrated strong capacity building experience, management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
    M&E experience in human resource for health
  • Familiarity with Ethiopia’s health management information system and other national M&E systems
  • Experience and understanding of USAID’s framework and reporting system, and familiarity with the CLA approach
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, R
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English and Amharic
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in Microsoft Office
  • Ability to travel nationally to project sites
