JRS operates in 58 countries, providing services in education, reconciliation, livelihoods and psychosocial support, reaching nearly 1 million beneficiaries.

Purpose of the Role

The GMO Human Resources Specialist supports and quality‑assures HR planning, workforce management and performance monitoring across Country Offices.

The role ensures HR risks are identified early, minimum standards are upheld and targeted accompaniment is deployed to priority Country Offices when required.

Key Responsibilities

Country Planning & Performance Monitoring

Monitor HR Minimum Standards and provide technical guidance to Country Directors and HR teams.

Oversee HR risks and trends, escalate issues and deliver HR planning guidance.

Review staffing budgets and ensure recruitment, contracts and wellbeing costs are realistically budgeted.

Produce HR performance reports and contribute workforce indicators to dashboards.

Country Support & Risk Management

Provide direct HR support in implementing risk mitigation actions and compliance.

Deliver HR capacity‑building and training on HR systems, compliance and wellbeing.

Develop HR action plans and escalate persistent risks.

Provide HR input into organisational transition processes.

Crisis Preparedness & Response

Contribute to early HR warning mechanisms and define surge functions.

Support Country Offices in developing HR emergency response plans.

Advise on HR cost assumptions for reserve funds and provide surge support during crises.

Organisational Development

Support adoption of HR tools and systems.

Contribute to HR policy development and evaluation frameworks.

Participate in learning reviews to strengthen HR management quality.

Qualifications and Competencies

Bachelor’s degree in HR, Business Administration, Social Sciences or related field with 7 years’ experience; or Master’s with 5 years’ experience.

Previous field‑based experience required.

Strong interpersonal, communication and relationship‑management skills.

Integrity, discretion and ability to handle confidential information.

Good organisational, analytical and problem‑solving skills.

Proficiency in Microsoft Office; experience with Microsoft 365 desirable.

Professional proficiency in English and French required; Portuguese an asset.

Legal right to work in the country of application; JRS cannot provide visa sponsorship.
