Organizational Context:

The Jesuit Refugee Service (JRS) is a global humanitarian Catholic organization whose mission is to accompany, serve and advocate with and on behalf of refugees.

The focus of JRS work in South Sudan is education (pre-school, primary, secondary and teacher training supports), also counselling and various psycho-social and peace building supports in Yambio and in Maban.

JRS works primarily with refugees, IDPs (Internally Displaced Peoples) and also with Returnees and Host Communities.

Position Description

JRS is seeking to recruit a suitable candidate for the position of Country Programme Officer.

Primary responsibilities will be to Coordinate JRS programmes activities at the country level, support the Country Director in developing/reviewing programme strategy for JRS South Sudan, maintain close working relations with JRS’ partner agencies, as well as with other international development organisations, funding agencies/Church bodies, build strong rapport with UNHCR, DFID, ECHO and other major partners/donors as well as with government counterparts (i.e. Ministry of Education, Ministry of Social Welfare), work closely with JRS finance team in the production of budget for proposals and reports and ensuring that projects have sufficient funding for their implementation.

Key Responsibilities

Coordination of programmes work of JRS at the country level

  • To develop a clear understanding and appreciation of the work of JRS in South Sudan in each location and be able to communicate that to donor’s/partner agencies
  • To work with JRS staff and partner agencies to produce project proposals and reports according to JRS standards (project proposals/reports) and donor-related requirements (funding proposal / reports)
  • To carry out a frequent project visits to monitor and evaluate the activities so that they are implemented according to the JRS vision and mission, standards and guidelines and donor specific requirements.
  • With the Country and Project Directors, to be responsible for the planning and evaluation of JRS projects within the country in reference to relevant technical standards, and in accordance with an agreed in country strategy and programmes calendar
  • To develop and maintain good working relationships with donor/partner agencies supporting the work of JRS in South Sudan
  • To identify and lead on the provision of capacity building support to Project Directors and other key field staff (i.e. department coordinators) in project writing, management, monitoring and evaluation according to JRS’ standards and guidelines as well as suggesting improvements of current systems and processes.
  • To analyze regularly the unmet needs of refugees and other populations of concern and to suggest new initiatives to the Country Director.

    Support and Communication

  • To support the CD in developing and reviewing the programming strategy for JRS South Sudan
  • When requested, to represent JRS at national level meetings
  • To create a good working relationship with programme officers in the surrounding countries wherein JRS has a presence to identify opportunities for cross-border collaboration on issues
    of refugee return
  • To maintain close working relations with JRS’ partner agencies, as well as with other international development organizations, funding agencies and Church bodies.
  • To attend cluster and other relevant coordination meetings.
  • To build strong rapport with UNHCR, DFID, ECHO and other major partners/donors as well as with government counterparts (i.e. Ministry of Education, Ministry of Social Welfare).
  • To represent the organization in meetings, giving talks and presentations when requested by the Country Director.

    Work with the Country Team

  • To work closely with other members of the Country Office to fulfill its function of shared leadership through the coordination of all programming efforts in the country.
  • To attend regular team meetings, planning meetings and workshops; in particular, to collaborate with the country’s Finance Officer, Logistics Officer, and any other Officers.

    Budgeting

  • To work closely with JRS finance team in the production of budget proposals and reports
  • To monitor regularly project funding in conjunction with the Country Finance Officer.
  • To assist the Country Director in ensuring that projects have sufficient funding for their implementation.

    Key Performance Indicators

  • Timely production and submission of project proposals and reports
  • Timely production of reports related to field visits highlighting recommendations and actions taken
  • Timely production of annual needs assessment and activities plan for each project site funds raised during the year. Performance can be assessed against a pre-defined fundraising goal.

    Qualifications & Experience:
  • Advanced University degree, preferably in Development Work, Humanitarian Response, Project Management, Finance, Business Administration, or equivalent;
  • Experience (at least 2 years) working within a CBO or NGO setting working on project design and other components/stages of Project Cycle Management framework
  • Experience in writing proposals and reports to meet the requirements of a range of different donors
  • Excellent proficiency in written and verbal English; a professional working knowledge of a language spoken in the country is desirable.
