The Jesuit Refugee Service (JRS) is an international Catholic organisation with a mission to accompany, serve, and advocate on behalf of refugees and other forcibly displaced persons, that they may heal, learn, and determine their own future. Founded in November 1980 as a work of the Society of Jesus, JRS was officially registered on 19 March 2000 in Vatican City as a foundation.

JRS is present in over 56 countries worldwide, providing services to more than 811,884 individuals. The work is overseen by 10 regional offices with support from the International Office in Rome.

In Kenya, JRS has two projects: an urban refugee project in Nairobi focussing on Education and Livelihoods and field project in Kakuma Refugee Camp focussing on Education, Integrated psychosocial inclusive Education programme in Centres and Safe Shelters.

Operational Context/Role

The Country M&E Officer will work with CO programme team to manage the quality of data captured, establish, and maintain database of activities and beneficiaries across all sectors, and analyse data for reporting purposes.

The CM&E Officer is responsible for supporting JRS staff to regularly collect/ enter/ verify/analyse/ data and work with the programme team to make timely database/data collection system adjustments to measure the impact of JRS Kenya programs and to help ensure monitoring and evaluation data is accurately incorporated into all organizational reports and information products. The CM&E Officer will directly work with CPO and report to the CD.

Reporting to the Country Director.

Key Duties & Responsibilities

Responsibilities:

The below list of responsibilities is not exhaustive; other tasks may be required to adapt to operational needs. To achieve the overall and specific position’s objectives the CM&EO will perform the following tasks and undertake the following responsibilities:

Database Management

  • Develop and maintain program database and/data collection tool that improves JRS ability to inform program implementation, analyse data, and represent impact to key stakeholders.

  • Ensure all relevant program staff can utilize the database to analyse program information and results.

  • Capture and adapt implementation changes together with the Country Program Officer (CPO) to match program strategy.

  • Provide training in use of data management and analysis tools (e.g. ODK Collect, KoBo toolbox, Google Forms and MS Office products), to team members.

  • Advise the program teams, on how the database/data collection systems need to be maintained and managed to ensure maximum flexibility with growing programs and changing context.

  • Develop new databases/data collection systems, as necessary, and find ways to integrate information from other databases to support better organizational utilization of data.

  • Ensure maintaining of program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.

    Monitoring and Evaluation

  • Maintain a close familiarity with JRS standards and tools and adhere to JRS global discussions and initiatives on M&E

  • Ensure close coordination with the international Office M& E specialist to align Kenya program to the JRS global M&E requirements.

  • Work with Program teams to integrate M&E into ongoing project planning and implementation systems and ensure adherence to JRS M&E minimum standards.

  • Supervise the development of appropriate monitoring, tracking, and reporting systems, tools and templates that enhance monitoring of project outputs and quality, generate quality evidence on project impact and promote and ensure use of data for decision-making processes.

  • Develop and promote
    the use of standard indicators, tools and forms (as appropriate) and M&E practices across the project and coordinate the collection of information required for high level reports.

  • Coordinate assessments and evaluations (primarily emergency rapid assessments)

  • Ensure that monitoring plans are developed for projects and ensure that regular monitoring visits are conducted by project Director and Coordinators to the different project locations and that monitoring visit reports are shared with the Country Programs Officer and Country Monitoring &Evaluation Officer.

  • Support in writing beneficiary stories, testimonies, and case studies from the field.

  • Manage monthly reporting database and produce monthly reports to shared with CPO and CD

    Implement System and Tools

  • Work as part of a broader programme team to design, facilitate and support data collection and analysis systems including baseline, annual, and end line surveys, regular monitoring, data collection and analysis, feedback and reporting.

  • Collect data from program teams and update of the IMIS on monthly basis.

  • Generate data reports (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for the Country Programs officer for review and dissemination.

  • Conduct regular field visits to verify data and provide clarification and improvements.

    Staff Training and Capacity Building

  • Work closely with program teams to develop and deliver staff trainings, improving capacities in monitoring and evaluation and database management: data collection, entry, verification and analysis; and other identified needs.

  • Follow up on trainings by mentoring staff/partners to develop identified technical skills one-on-one.

  • Prepare reference sheets and develop guides on developing data management or visualization applications (such as ODK Scan, KoBo toolbox, Google Fusion Tables, or Maps in a box) and how to setup information sharing systems;

  • Support for the use of mobile data collection hardware and software in emergencies.

    Analyse Data and Reporting

  • Review or edit data in reports as requested and required.

  • Produce analytical summaries: graphs, charts, tables, narratives, and appealing visuals, as requested, to fulfil internal and external reporting requirements.

  • Liaise with the Country Programs Officer to ensure that lessons learned captured are shared.

    Person Specification – Essential Requirements

    Qualification

  • Masters in social sciences with coursework in research and data analysis.

    Experience

  • Minimum 5 years of experience in implementing, managing extensive data systems and tools from collection to analysis.

  • Highly adept with various software, including spreadsheet, database, data analysis, presentation, statistics.

  • Minimum 7 years of working experience in a humanitarian context and experience in complex emergencies and high-security environments.

  • Experience in working in refugees’ operation context.

  • Relevant technical expertise and experience in some sectors of humanitarian programming such as MHPSS, protection, Livelihood, etc.

  • Proven ability to work in a complex and demanding environment.

  • Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving.

    Skills

  • Excellent English writing ability and verbal skills for project proposals, reports, and communications Use of data analysis software- Kobo collect tool kit, and ODK preferably
