    Background

    JCCP is an International Non-Governmental Organization established in 1999, with its headquarters in Tokyo Japan, having on-going programmes in Kenya, South Sudan, Somalia and Turkey. JCCP’s mission is to contribute to global peace by building human capacity for conflict prevention and peace-building.

    In South Sudan, JCCP has been implementing a project to foster the next generation leaders for peace and promote harmonization among different ethnic groups by conducting conflict management trainings, raising awareness about peace and providing collaborative work opportunities in groups composed of multiple ethnic groups at the internally displaced people (IDP) camps in Juba and its suburbs.

    JCCP Office in Juba seeks to recruit a Project Manager, who will be in charge of all aspects of supervision and implementation of the project.

    The successful candidate will be located in Juba and will be expected to start work in March 2019.

    Duties and Responsibilities
    Project Management

    Project Planning

  • Conduct assessment; collect and analyze information; prepare Logical Frameworks, Project Master Plans, Budget Plans and Expenditure Plans of projects in coordination with Operation Manager and Tokyo headquarters.
  • Prepare an output monitoring sheet and activity monitoring sheets based on the logical framework.

    Stakeholder Management

  • Establish and maintain relationships with the representatives, the community groups and other key actors including the beneficiaries.
  • Maintain good relationship and coordinate activities with humanitarian partner agencies (UN agencies, INGOs, local NGOs, etc.).
  • Liaison and information collection for resource mobilization and fund raising according to the organizational needs.
  • Represent JCCP South Sudan in protection cluster meetings and partner coordination meetings etc.
  • Maintain good relationship with relevant partners such as UN agencies, NGOs, and other agencies.

    Implementation Supervision

  • Implement project according to the plan and take necessary actions to ensure the quality of activities and its outputs.
  • Supervise the Senior Project Officer and Field Officer during project implementation, monitoring & evaluation and facilitation of trainings and seminars.
  • Supervise the activity, output and progress / non-progress of the activity including trainings, procurement of relevant goods, preparation of training materials with close coordination with project team and JCCP Tokyo headquarters
  • Monitor progress of activities and update the activity monitoring tool in weekly basis and guide discussions with the staffs on necessary measures for project management.
  • Regularly report the result to the JCCP Tokyo headquarters

    Output Quality Management & Reporting

  • Conduct regular monitoring of the project outputs, update the monitoring tool and guide discussions within the team on necessary measures to be taken to insure the achievement of the planned project objective within planned timeframe.
  • Provide necessary information to the JCCP Tokyo headquarters for the preparation of the monthly report, the final project report and the accounting report for the submission to the donors.
  • Follow-up on the latest humanitarian situation in South Sudan and take necessary measures to ensure the project is in line with the up-to-date requirement on the ground as well as the internationally / locally agreed humanitarian standard.
  • Report the outputs, success stories and other relevant information gained from the project to the Protection Cluster 5Ws in monthly basis and also to other humanitarian agencies in coordination meeting on bi-weekly basis.

    Budget Management

  • Develop budget implementation plan and fund remittance plan in coordination with Operation Manager and JCCP Tokyo headquarters.
  • Conduct regular budget balance check and report the result to the JCCP Tokyo headquarters in coordination with Operation Manager.

    Others

  • According to the project plan and the budget plan, identify appropriate partner organization(s) / personnel in coordination with Operation Manger.
  • Supervise the work of the contracted person(s) for the outsourcing with the Senior Project Officer.
  • Provide technical support and guidance to the staffs in areas of responsibility.
  • Review and evaluate the staff performance through the standard procedure and report to JCCP Tokyo headquarters.

    Skills, qualifications and experience:

    Experiences

  • Minimum of 5 years of professional experience working with International NGOs, local NGOs, UN agencies, development agencies or donor agencies
  • Experience in project management including project designing, logical framework preparation, implementation, monitoring & evaluation, budget management and risk management
  • Experience in managing project team

  • Ability to build effective working relationships, inspiring confidence with staffs volunteers and other stakeholders
  • Effective time management skills
  • Effective coordination and negotiation skills
  • Excellent oral and written communication skills with the ability to tailor messages to different actors
  • Ability to analyze and proactively identify priority issues;

  • Proven ICT skills, especially in the operation of MS Office software;

    Other Important Qualifications

  • Good understanding of politics, security and peace process in South Sudan;
  • Understanding of complex relationships among communities, NGOs, government agencies, UN agencies in South Sudan;
  • Sense of responsibility, fairness and work ethics;

    Education

  • University Degree preferably in project management, international development, conflict resolution or related field;

    Language Requirement

  • Fluency in written and spoken English;

    Desirable

  • Working experiences in South Sudan;
  • Experiences of work in projects on peace building, conflict prevention, protection and psychosocial support;
  • Expertise in analysing data.

    This position is open to candidates entitled to live and work in Juba, South Sudan with a regular R&R.

    The contract type is a Consultant with expected renewal depending on job performance.
