The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty four countries in the Horn of Africa, eastern Africa, southern Africa and the Western Indian Ocean. IUCN ESARO engages directly in biodiversity conservation in the region through its innovative thematic programme, Conservation Areas and Species (CAS).

The CAS programme draws on evidence-based and best practice approaches to enhance the conservation and management of biodiversity and ecosystems in Eastern and Southern Africa.

CAS operates through a “One Programme” approach working closely with IUCN members and Commissions to engage in a diverse set of biodiversity conservation actions ranging from the implementation of field projects to influencing policy and institutional frameworks at local, national, regional and global levels.

The CAS programme is focused on enhancing management effectiveness, governance and equity of protected and conserved areas, strengthening multi-sectoral and multi-stakeholder engagement to improve biodiversity conservation at landscape and seascape level, and supporting effective local community engagement in biodiversity conservation.

The thematic programme also contributes to building the capacity of IUCN Members and partners, as well as the ESARO Secretariat to tackle new and emerging biodiversity conservation challenges in the region and to implement relevant international conventions such as the Convention on Biological Diversity (CBD) , Convention on Illegal Trade in Endangered Species (CITES) and the UNESCO World Heritage Convention.

The programme also links closely to relevant work and regional priorities of Regional Economic Communities, the African Union and the United Nations Environment Assembly.

Conserving Natural Capital and Enhancing Collaborative Management of Transboundary Resources in East Africa (CONNECT) is a four-year project funded by USAID.

The project is designed to contribute to the USAID Kenya and East Africa’s (USAID/KEA’s) Regional Development Cooperation Strategy (RDCS) and the USAID/KEA’s regional environmental program.

Specifically, it will contribute towards the achievement of Intermediate Results 1.1. “Conservation and management of natural capital improved” identified in the RDCS Framework and the following three Sub-purposes and associated Outcomes:

Sub-Purpose 1:

  • Collaborative Management and Conservation of Transboundary Natural Resource Management Enhanced

    Outcome 1:

  • Strengthened regional policy dialogue, learning and decision-making on management of transboundary natural resources

    Outcome 2:

  • Improved sustainable management of key transboundary landscapes

    Sub-Purpose 2:

  • Perceived value of living wildlife increased

    Outcome 3:

  • Increased awareness of the economic and intrinsic value of living wildlife

    Sub-Purpose 3:

  • Wildlife poaching and trafficking reduced

    This project aims to contribute to the above Sub-Purposes and associated Outcomes by capitalising and building on existing conservation initiatives, information, methodologies, best practices, resources and approaches to combating illegal wildlife trade, as well as injecting new and innovative thinking to strengthen wildlife conservation action and policy at regional level for the benefit of the Partner States of the East African Community (EAC).

    Job Description

    Overall Responsibilities

  • Working under the supervision of the Project Manager, Conserving Natural Capital and Enhancing Collaborative Management of Transboundary Resources in East Africa (CONNECT), the M&E Officer is responsible for the development and implementation of M & E activities related to the project.

    Specific Duties

    The M&E Officer will be responsible for the following main duties:

    Monitoring

  • Develop a performance monitoring plan (PMP) and other project Monitoring, Evaluation and Learning tools in line with USAID requirements, IUCN guidelines and procedures and in consultation with programme team and partners
  • Provide technical advice for the development/revision of Theory of Change (TOC) and performance indicators;
  • Identifying sources of data, collection methods and resources needed and related cost;
  • Coordinate with Implementing Partners (IPs) for collecting data against agreed indicators;
  • Engage with IPs to collect and manage essential data of their respective projects;
  • Ensure quality of data collected by partners;
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings;
  • Assist in building capacity of IPs on Planning, Monitoring and Evaluation (PM&E)

    Evaluation

  • Develop mid-term and end term evaluation terms of reference
  • Assist in developing key evaluation questions
  • Assist the Project Manager in designing, coordinating and conducting project evaluations (mid-term and end-line)
  • Support the dissemination of evaluation findings
  • Assist the Project Manager in providing a management response to evaluation findings and recommendations
  • Track the implementation status of evaluation recommendations

    Reporting and Documentation

  • Assist the Project Manager in developing progress reports, including quarterly and annual reports;
  • Develop and maintain a project database (with updated information and reports)

    Other responsibilities:

  • Perform other duties as may be assigned from time to time.

    Requirements

  • Degree in social sciences, development studies, statistics, environmental studies, natural resources, economics or related field;
  • Training/certification in Monitoring and Evaluation including data collection and analysis preferred
  • Computer proficiency in Microsoft Office (Word, Excel and PowerPoint), database, spreadsheet and graphics presentations, including one or more of the following database and statistical applications such as SPSS, SAS, or STATA.
  • At least six years work experience in planning processes, performance, management, monitoring and evaluation, capacity building in large governmental or international organization;
  • Experience in (i) monitoring and evaluating natural resource management or nature conservation related projects; (ii) field data collection and (iii) report writing and presentation;
  • Skills in (i) Monitoring and evaluation techniques and processes; (ii) Data collection and management; (iii) Analytical and research skills; (iv) Good command over report writing in English;
  • Excellent knowledge of advanced statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications;
  • A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming, protection and gender issues;
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
  • Experience with USAID data collection and reporting requirements.
  • Fluency in written and spoken English is a must. A working knowledge of Swahili is an added advantage
  • Ability to organize, analyze, interpret and utilize program performance data
  • Proven ability to develop and communicate a common vision among diverse partners, and the ability to lead multi-sector and multi-disciplinary teams.
  • Exceptional attention to detail and organizational skills;
  • Excellent interpersonal skills and a strong team player with proven communication and diplomacy with the ability to work effectively with multicultural and multidisciplinary teams with sensitivity and respect for diversity;
  • Committed to continuous learning and proactive and mature attitude towards self-development;
  • Willing to travel frequently within the Eastern African region.
