It was set up in 1993 following an influx of clothing donations in the aftermath of numerous emergency appeals.

Background

Established in 1984 in the UK, Islamic Relief is an international NGO seeking to promote
sustainable economic and social development by working with local communities through relief
and development activities.

IR aim to help the needy regardless of race, religion or gender.

IR started operations in Kenya in 1993 on one to one orphans sponsorship programme through a
local CBO in Mandera District, Northern Kenya.

The 2006 Horn of Africa drought inspired the
birth of IR-Kenya in Mandera County, in Northern Eastern Kenya.

Since then IR-Kenya has been providing humanitarian and developmental assistance; having extended its programme to Wajir and Garissa Counties in 2010 and 2011 respectively, and the Dadaab Refugee Camps in 2012.

In 2017 IRK also expanded its operations to Kilifi & Marsabit counties, to deliver
economic strengthening projects.

Currently our major initiatives include Health and Nutrition, Water and Sanitation, Secure Livelihoods, Child Welfare, Education, Disaster Risk Reduction, Emergency Response, and various Seasonal Activities.

Scope of the Role:

  • IR Kenya implements programmes across the three pillars of its country strategy for 2016 -
    2021: Disaster and Emergency Response; Sustainable Community Empowerment; and Education
    and Child Development. Integrated sustainable development is one of the broad global goals
    adopted by Islamic Relief in its institutional strategic plan. The project focuses to contribute to Increased Local Level Peace and Livelihoods Resilience in Mandera County.
  • The Project Officer will take the overall responsibility for the implementation of the peace
    building project in the assigned operation area working in close collaboration with the Field
    Project Officer – Peace Building Project -Mandera
    Coordinator and technical team at the Country Office to enhance the quality of implementation
    of programme initiatives undertaken by IRK and local partners.

    Duties and Responsibilities

    Strategic and Programme Development

  • Assist in the development and implementation of the peace building & conflict Sensitivity
    Project.
  • Contribute to internal discussions on thematic issues particularly on peace building and
    conflict resolution
  • Contribute to further develop, and deepen understanding of peace building and conflict
    sensitivity thematic issues and approaches.
  • Participate in sector project concept and proposal development based on the identified
    need

    Project Implementation

  • Support planning, development and implementation of the peace building and conflict
    sensitivity project
  • Carry out project beneficiary identification through a consultative community process
  • Organize and facilitate dialogue meetings, workshops and forums with government representatives, civil society and communities in efforts to prevent violent conflict and
    promote cooperative approaches to peace, security and conflict resolution
  • Support partners to mainstream cross-cutting issues, among them, gender and youth
    and child protection in their initiatives
  • Support capacity development of partners involved in project implementation through
    innovative capacity building approaches
  • Arrange for regular meetings with partners to review and reflect on progress and
    results
    in order to identify, mitigate challenges and learn lessons for improved programme delivery
  • Responsible for accurate narrative reporting against agreed objectives and results
    frameworks
  • Participate in and contribute to quarterly and other scheduled programme performance
    review meetings
  • Assist the Project Coordinator in planning and implementing the peace building and conflict sensitivity project
  • Participate in the research survey by IRK or partners by collecting, analyzing and
    submitting relevant data and reports.
  • Management of project budget and expenditure to avoid over or under expenditure.
    Project Officer – Peace Building Project -Mandera

    Monitoring, Documentation, Communications and reporting

  • Ensure that at all time the project target achievement is in line with the planned log frame
    milestones and the budget burn rate are up to date with the planned cash flow.
  • Work with the communication staff to design appropriate mobilization and sensitization
    messages for the target population
  • Develop project implementation tools including implementation manual, Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
  • Develop appropriate publicity materials like stories, photos and case studies to the media
    team.
  • Document community and stakeholders’ feedback and share with relevant stakeholders
    for appropriate action.
  • Ensure timely submission of timely project reports as per IR and Donor requirements.
  • Conduct timely documentation of project progress through case studies, stories, photos,
    videos, among others.
  • Regular monitoring and evaluation of project implementation at local level.
  • Prepare and submit timely monthly, quarterly, annually narrative and financial reports.
  • Preparation of technical reports for donors.
  • Implementation of an effective programme and project monitoring and evaluation system.
  • Compliance with the requirements of the IRK’s M&E System.

    Coordination and Networking

  • Represent IRK at relevant functions as may be requested by the line Managers.

    Staff management Other

  • Supervise and technically support/mentor the project to ensure quality and timely
    delivery of the project deliverables.
  • Conduct performance appraisal for the junior project staff.
  • Work closely in team spirit with other IR and contribute to maximum achievement of IR
    goals.

    Person Specification

  • Bachelor’s degree in Public administration and Management, Development studies, Peace building security and governance, International relations or related fields
  • Minimum of at least for three years’ experience in working on peace building project,
    governance issues with civil society
  • Experience in projects planning, Implementation, Monitoring, Evaluation and Learning.
  • Knowledge of the key issues and trends in Peace building and conflict resolution.
  • Past work experience with the similar geographical context is desirable.
  • Ability to work independently as a part of a team to implement the project.
  • Proven analytical skills and ability to think strategically.
  • Fluency in English – written and verbal
  • Experience in Field data analysis packages

    Project Officer – Peace Building Project -Mandera

  • Effective IT Skills (Microsoft Office).
  • Planning, narrative and financial reporting skills.
  • Communication, tact and negotiation skills.
  • Conceptual understanding of peace building and conflict resolutions

    Desirable

  • Experience of working in North Eastern Kenya
  • Knowledge of local language- Kiswahili & Somali
