Job Summary

  • Under the supervision of the MEL director the MEL specialist is responsible provide technical support for the MEL activities of USAID ISHDO Family-focused HIV Prevention, Care and Treatment activity in Oromia region.

  • The MEL Specialist will be responsible to support the design and overseeing the implementation of the project’s MEL activities in close coordination with technical staffs and partners

  • She/he will be also responsible for the collection of strategic information, analysis, and dissemination for evidence based data use for decision-making.

  • The MEL specialist will collaborate with technical Partners in the implementation of electronic community case management through Unified data system and support the rollout of capacity building to Implementing partners.

  • S/he ensure that routine data quality assessments and/or data quality monitoring activities on a quarterly basis, develop and implement data quality improvement interventions in close collaboration with partners .

  • MEL specialist will support ISHDO Data collection tools are developed to track activities, output and result level indicators and ensure that accurate, verifiable, and complete data (expenditure, MER and HFR) are reported to USAID and PEPFAR in a timely fashion.

    Responsibilities

  • Support the development of MEL, Performance monitoring plan of the project in close collaboration with program team

  • Support the adoption, development of guides ,tools ,SOPs for MEL of the project

  • Support the data system workforce to identify system improvements along with donor and technical partners

  • Facilitate capacity building training on Unified data system, data capturing, analysis and reporting to IPs and field staffs.

  • Responsible for track ,monitoring on regular bases HFR,MER and custom indicators and data visualization for the project leads and report support

  • Support the development of quality improvement /quality management activities that defines, monitors an analyzes HIV prevention ,care and treatment activities of the project

  • Support the Use of commcare application electronic database for client data record and visualization to Partners

  • Undertakes routine data quality assessments necessary for the program systematically

  • Conduct of assessments and surveys, analyzing data collected, and facilitate the use of data for decision-making.

  • Undertake the preparation, dissemination of best practices, project briefs, and success stories.

  • Produce timely, accurate, and complete reports that meet USAID standards and requirements.

  • Overseeing the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.

  • Refining the design
    of the program M&E system, clearly identifying the users and the utility of the data/information;

  • Refining M&E indicators and adapt M&E tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments;

  • Managing and safeguarding data collection, train program staff, and supervise M&E activities of staff and sub-grantees;

    Job Requirements

    Required Education and Experience

  • MSC /BSC Master’s in public health , Monitoring & Evaluation or related field
    6 to 8 years of progressive experience in the monitoring and evaluation of HIV projects with and minimum of last 4 years PEPFAR’s M&E experience is preferred

  • Work experience in operating M & E systems and tools and managing data intensive programs preferably in HIV/AIDS programs.

  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking of indicators

  • Familiarity with data analysis tools and software’s and USAID data systems ( DATIM

  • Knowledge of M&E and data quality management related to health programs, preferably on HIV and AIDS programs

  • Demonstrated experience and knowledge of USAID and GOE monitoring and evaluation of health programs to provide support and guidance to project staff on design, monitoring and evaluation is highly desirable.

  • Demonstrated skills in knowledge management

  • Strong interpersonal skills and positive professional attitude

  • Excellent written and communication skills in English and local language knowledge* Oromiffa

  • Ability and great interest to work in team and be good team player.

  • Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing

  • Applications, information management systems, USAID web based monitoring, evaluation and reporting system such as COM care.
