The security situation remains fragile and the operational context is challenging. IRC has been in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, and Central Equatoria States.

Reporting to the ERD Manager, the Senior ERD Officer will ensure quality and scalable impact of the Sida-funded project in Juba. The position is the focal point for the design and regular review of all ERD and Livelihoods implementation strategies and interventions for Don Bosco PoC and Juba urban program.

S/he will ensure that the implementation strategies and approaches used are appropriate and cost-efficient in increasing agricultural production and productivity, marketing, women and youth access to finances and business skills development and start-ups respectively.


Responsibilities:


  • Monitor registration and preparation of Master beneficiary list and distribution list for all items, identified beneficiaries at Don Bosco PoC and host community prior to project activities.
  • Organize, and distribution staple crop seeds, vegetable seeds and business startup capitals and tools to targeted HHS and youths identified and trained.
  • Arrange and conduct post distribution monitoring exercises to ensure accomplishment of project objectives. (2 weeks after distribution).
  • Engage the ERD Manager, WPE Manager, PoC Camp leaders and management of Don Bosco PoC in lobbying for safety access to available production land needed by practicing IDP farmers
  • Support the Agriculture Extension Worker to set up strategic agronomy technological demonstration plots for training of farmers on vegetable and staple crop production.
  • Directly asses registered farmers, group and organize them into farmer field schools, select and train their lead farmers and group members through farmer field school approach.
  • Coordinate with WPE department to sensitize women groups on savings and train them to form VSLAs.
  • Establish a strong monitoring system of the
    beneficiaries provided with seeds and tools and report of the acreage of land cultivated and quantity of food harvested.
  • Coordinate the process of identifying the suitable youth to participate in this project, following defined criteria, working with local PoC and host community leadership, the Livelihoods Officer and WPE Manager.
  • Lead the preparatory process for conducting the youth led market assessment; preparation of the tools to be used, drawing up data collection schedules and plans.
  • Guide, together with livelihoods officer, the selected youth to carry out effective market assessment in Juba in line with the defined schedules and project plans
  • Support the Livelihoods Officer in coordinate the trainings of all identified women in business skills through CEFE approach and youth in business and life skills.
  • Support to develop and implement terms of reference (agreements) with each youth apprenticeship master trainer ensuring adherence and review at regular interval
  • As required, conduct assessment on potential opportunities for new businesses; need of financial services to the entrepreneurs; market linkages of urban youth and women products.
  • Ensure smooth program implementation and integration with WPE department and Health within the PoC.


    Requirements


  • University degree /Diploma in Agriculture; specialized training in food security and livelihoods, extension approach, farming as a business and marketing is an added advantage.
  • S/he should possess at least two to three years of field experience in implementing large agriculture projects in conflict and post conflict environments.
  • Good communication; writing and presentation skills; pay attention to details,
  • Flexible, able to plan ahead and yet accommodate unexpected tasks,
  • Excellent networking and liaison skills,
  • Coaching skills including training, delegation and presentation;
  • Strong computer skills especially in MS excel and word
  • Security awareness; able to travel to potentially insecure areas within the constraints of IRC’s security policies.
  • Fluency in English, and must speak fluently in local language including
