Job Description

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war.

The security situation remains fragile and significant operational challenges are there. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states.

Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

In early 2012, the IRC launched a response to the increasing influx of Sudanese refugees from the Nuba mountains/South Kordofan into northern Unity State.

At the moment, the IRC implements Women Protection and Empowerment, protection, and primary and reproductive health care programs in Yida refugee settlement.

Through a holistic women and girls’ wellness program strategy, the IRC provides essential services in the reproductive health and gender-based violence sectors for refugees in its Women & Girls Wellness Centre.

Primary health care is provided in two health facilities in the refugee settlement. The WISH Project Manager will be a core member of the technical unit, working closely to coordinate technical support, monitoring and evaluation, and reporting of IRC’s role in a three-year, multi-country consortium project funded by the UK’s Department for International Development (DFID) called WISH2ACTION.

Job Summary

  • WISH2ACTION is a comprehensive, integrated approach to ensure equitable access to family planning and sexual and reproductive health and rights (SRHR), prioritizing the most underserved women and girls, particularly youth under 20, the very poor, and marginalized populations (including people with disabilities, people displaced or affected by humanitarian crisis, and people living in hard-to-reach areas).
  • IRC is an implementing partner in the WISH2ACTION project and will be responsible for delivering contraceptive services as part of a package of sexual and reproductive health, to women and girls in Somalia, South Sudan, and in refugee settings in Ethiopia and Kenya.
  • Based in IRC South Sudan Juba Office the WISH2ACTION project manager will be responsible for ensuring effective coordination of internal and external stakeholders and monitoring of project performance.
  • The Project Manager will ensure that IRC’s component of WISH2ACTION is implemented in accordance with DFID regulations, IRC policies and international standards of delivering integrated sexual and reproductive health programs.
  • To achieve these goals, the Project Manager will manage and monitor work plans and deliverables, track spending, identify technical support needs and provide partnership management.
  • The project manager will serve as the main focal point for IRC for the project for internal and external representation.

    Major Responsibilities
  • Project Management and Monitoring;
  • Work with the IRC program leads to develop and actively track project work plans
  • Closely monitor overall program quality and performance in terms of data measurement, spend rate on budgets, staffing, on-time delivery of reports and other products.
  • Coordinate deployment of technical and measurement to provide support to country programs in achieving project deliverables
    for country programs to staff
  • Act as the singular focal point for regular updates to relevant IRC internal stakeholders, including the MCH Coordinator, Senior Health
  • Coordinator and regional WISH2 ACTION Senior Coordinator.
  • Convene the Project Implementation Team Meetings at country office level and Develop/ Update all relevant Project Management tools assigned to them.
  • Partner Coordination and Representation
  • Serve as the focal point with WISH2ACTION consortium partners to develop joint work plans and share IRC-specific progress and lessons learned
  • Represent the IRC at consortium-level meetings and in presenting project results to external actors
  • Manage the activities and coordinate WISH2ACTION with WISH consortium partners in South Sudan as well as internal and external stakeholders.
  • Convene WISH Consortium partner Monthly meetings and update consortium action plans
  • Updates key consortium WISH Documents e.g. the Risk Matrix, Delivery flow Maps, Country
  • Engagement plans etc and ensures submission during donor reporting.
  • Coordinate the production of all narrative reports from IRC field teams and provide feedback to improve product quality, accuracy, and style before final submission.
  • Prepare and submit regular technical, progress and program monitoring reports to the Senior Management team
  • Leads in Donor Reporting for IRC South Sudan

    Qualifications
  • Master of Public health or equivalent
  • A minimum of 5 years’ experience in public health project management, including at least two years managing a project of similar size and complexity in a developing country setting, preference for work experience in East Africa
  • Previous experience leading a large donor-funded project with strict deliverables and compliance requirements, preference for previous DFID project management experience
  • Excellence in monitoring and evaluation of public health programs and program management including knowledge of budgeting principles and donor reporting
  • Demonstrated knowledge of sexual and reproductive health programs, especially family planning programs in resource-limited settings
  • Demonstrated experience in project design, proposal development and reporting
  • Ability to work with multi-cultural and multi-disciplinary teams
  • Excellence in writing and presentation
  • Facilitation skills: ability to organize and executive workshops with multiple stakeholders and achieve desired outputs
  • Proficiency in English required, 40% of the time to WISH2ACTION field sites.
