    Job Description

    Key Tasks:

  • Provide Technical guidance during the selection and award of contract for all construction projects for all sites. (Eye Clinic in Kakuma, Fencing of general Hospital and latrine construction.)
  • Assess the performance of the recently constructed sewer system and recommend the payment of retention if no liability defects observed.
  • Oversee and supervise the demolition of the Emergency block in Kakuma general Hospital ensuring minimal interruption of services in the hospital during the process.
  • In close consultation with the SFC and the DDO Coordinate with all County and other officials during the demolition of the Emergency building.
  • Oversee and supervise the fencing of General Hospital, Clinics 5&6 to ensure the solar equipment are fully secured.
  • Guide the Supply chain teams to ensure program construction materials as per the required specifications are received on site, kept safely and keeping track of the same at all time.
  • Supervise contractors on site and report on progress frequently on daily inspection and maintain contractor’s database.
  • Keeping track and maintain of all IRC construction tools and equipment.
  • Supervise and evaluate maintenance staff working under construction section through delegation and monitoring
  • Support the Country program to set up construction monitoring mechanisms and capacity.
  • Supervise the construction of placenta pit in Lodwar.
  • Supervise the construction and renovation of Toilets in Lodwar
  • Help the County of Turkana in pipping water to IRC run facility in Lodwar
  • Give technical advice and supervise the renovation of stabilization center
  • Provide technical support to WASH officers in Lodwar.
  • Supervise the construction of placenta pit in Lodwar
  • Sewer correction in Hagadera and carrying out minor repairs on staff housing , hospital, support center and Health posts
  • Help in design and construction incinerator for Hagadera hospital.

    Expected Deliverables;

  • Technical guidance provided during the selection and award of contract for all construction projects for all sites.
  • Sewer system performance monitored and recommendation for course of action.
  • Emergency block in Kakuma general Hospital demolished with minimal interruption to services in the hospital.
  • County and other officials consulted and updated during the demolition of the Emergency building.
  • General Hospital, Clinics 5&6 fenced according to proper technical standards for the solar equipment to be fully secured.
  • Program construction materials procured are per the required specifications are received on site, kept safely and keeping track of the same at all time.
  • Contractors supervised and share weekly progress report frequently on daily inspection and contractor’s database maintained.
    RC construction tools and equipment kept track of.
  • Incentive maintenance staff working under construction section guided through delegation and monitoring.
  • Country program supported to set up construction monitoring mechanisms and capacity.
  • Participate in identifying the right contractors for construction work.
  • Review contractors performance as per contracts awarded by IRC
  • Assist in preparing bills of quantity for maintenance repairs and constructions
  • Assist in sketching/drawing and designing of new structures
  • Assist in identifying and procurement of construction materials
  • Prepare and submit monthly reports on repairs and constructions to the DDO with FC in copy.
  • Undertake any other responsibility assigned by the supervisor

    Capacity Building:

  • Support strengthening the capacity of field staff (Construction/WASH) on design and construction projects implementation through close supervision of works being carried out, to ensure quality in delivery.
  • Mentoring, and training of incentive staff (plumber, electrician and carpenter) carrying out different construction related trades and Construction/WASH staff carrying construction related activities within the country program.

    Reporting:

  • Working with field teams, support all reporting (daily updates, weekly, and monthly) related to all construction activities being implemented in the Kenya Country program as will be required.
  • Compiling technical assessment/evaluation reports including technical reviews of the same when called upon.
  • Responsible for timely and proactively highlighting any anticipated work/project delays/challenges and proposing solutions in order to meet deadlines.
  • Working with field teams, support development of realistic, logical and practical internal IRC project specific work schedules for all IRC construction projects including broader/top line construction projects plans.
  • Working with field teams, support filing all tender documents, all correspondences between IRC and contractors, site notes (including daily site logs) in hard and soft copies during the entire contract period for each specific project being implemented.

    Coordination:

  • Under the guidance of the Snr FC/DDO/DDP liaise with other partners and local authorities within at National and County level on all building/civil engineering and WASH construction related issues regularly to ensure coordination and effective implementation of activities.
  • Ensure a strong, strengthened engagement/liaison with other IRC sectors on all aspects of building/civil engineering and WASH construction activities
  • Represent IRC in all Construction Coordination forums at National and County level when called upon.

    Supply Chain and Finance:

  • Working with field teams, support generation monthly cash forecasts based on planned construction activities to the Finance Office in a timely manner
  • Support monitoring of monthly expenditure specific to construction activities, review the BvA with the Finance team, Grants Unit as appropriate to ensure burn rates/expenditures are consistent with the work plans set.
  • Support Supply chain teams in tender adjudication process through pre-tender site visits when required, technical evaluation of bids submitted by interested contractors, and site hand over to winning contractors for civil/building and WASH construction projects to be carried out by IRC.
  • Collaborate with Supply Chain team in generating and tracking orders (POs, Contracts, PRs) and making internal requisitions of stock/material for construction related activities.
  • Support field teams in ensuring construction materials procured meet required specifications, are received on site (or where required), kept safely and stocks of the same tracked during use at all times to ensure no stock out and that there’s prudent use to minimize wastage.
  • Support and/or responsible for certification of works completed, sign off all interim and final completion certificates on behalf of IRC for all construction related projects.

    Qualifications

    Required Qualification:

  • University Degree in Civil, or Building and Construction, or Water, or related Engineering field

    Required Experience & Competencies:

  • Four years’ experience implementing civil engineering/building and WASH construction activities in a relief setting, remote locations/areas or ASAL areas.
  • Proven experience implementing Civil/Building and WASH construction activities in both health care and community settings.
  • Proven practical experience tender adjudication, contractor supervision, and general construction contract management.
  • Strong organizational and interpersonal skills.
  • Strong oral and written communication skills.
  • Strong skills in partnership management, external engagement ad representation skills.
  • Experience with appropriate technologies, innovation, good engineering analysis and judgement
  • Computer literate (good application of word processors, spreadsheet, database, outlook, Engineering CAD software applications – at least either ACAD or ArchiCAD)
  • Cultural and diversity sensitivity, commitment and an understanding of the values of IRC and the principles of equal opportunities.
  • Comfortable to work in a remote environment
    Ability to work and adapt under pressure.
  • Previous practical emergency response experience.

    Required Experience & Competencies:

  • At least 5 years’ experience in construction.
  • Strong interpersonal skills and ability to communicate clearly.
  • Demonstrated people skills.
  • Good writing and organizational skills
  • Excellent computer skills and experience working with design packages.
  • Cultural and diversity sensitivity, commitment and an understanding of the values of IRC and the principles of equal opportunities.
