Overview

  • Strengthening Host and Refugee Populations in Ethiopia (SHARPE) seeks to increase livelihoods opportunities for refugees and host communities using the market systems approach.

  • SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dollo Ado and Gambella, with a coordinating office in Addis.

  • The programme is expected to last for 3.5 years. SHARPE is consortium of DAI, IRC, First Consult and Market Share Associates.

    Role and Responsibilities

  • The Hub Lead will have managerial oversight over the Hub level activities and team.

  • This includes oversight of financial management, technical operations, and logistics for the Hub.

  • The Hub Lead will be responsible for building links with host community, refugee camp and government partners, and liaison closely with relevant government entities to ensure access and mobility in and around the refugee camps.

  • The Hub Lead is responsible for ensuring that their hub is operating effectively and independently chipping in to the overall SHARPE objectives.

    Management

  • Be responsible for the activities of the Market Analysts, ensuring progress as expected against the workplan.

  • Chip in to the design of the Hub Level work plan and ensure that Hub activities and interventions within the Hub’s region are progressing as per work plan.

  • Contribute to strategic decisions regarding portfolio development and intervention management, drawing on regional knowledge and operational expertise.

  • Provide expertise on the political economy of the target region/area and how interventions should consider the context.

  • Offer support in the design of interventions, risk mitigation and solving of potential challenges that Market Analysts may come across.

  • Oversee logistics of the Hub, including the use of short-term technical specialists and related security and programme requirements.

  • Supervise the Hub Team, providing performance management, career development and human resources support.

  • Supervise progress of SHARPE interventions, particularly from an inclusion perspective.
  • Support the SHARPE team to understand how interventions are benefitting refugees and women.

    Stakeholder and Relationship management

  • Ensure good coordination between IRC and SHARPE teams in Gambella

  • Ensure good coordination between the Gambella hub and Addis based staff.

  • Build positive relationships with regional government, ARRA and relevant refugee camp partners to facilitate ease of activities in the region. Act as point of contact for local government and high-level partners.

  • Facilitate relationships with private sector actors and potential intervention partners.

    Financial, Risk and Compliance

  • Oversee financial management and processes for the region, ensuring adherence to programme operations and finance manuals.

  • Lead all aspects of the SHARPE budget for the Hub.

  • Ensure that due diligence and compliance regulations are adhered to at the Hub Level.

  • Ensure grant management follows SHARPE grant management processes and tools, including detailed due diligence. Conduct internal spot checks on grant compliance.

  • Act as security focal person for the Hub and safeguarding focal point for the Hub. This involves
    ensuring all team are aware of security and safeguarding processes and that all Hub Team have annually completed security, ethics and safeguarding training.

  • Hold overall oversight over staff movement in region, ensuring staff have security and logistical support required.

    Reporting

  • Contribute to the Hub Level reporting results, including updates on risk management, team performance, activity progress, and political economy analysis of the region.

  • Oversee document management for the Hub
    The Hub Lead will report to the Deputy Team Leader and works closely with other SHARPE staff.

  • The Hub Lead line manages the Hub Team including Market Analysts and the Hub’s Finance and Admin assistants. The Hub Lead will supervise and handle direct line reports, including providing performance feedback on a quarterly basis.

    Job Requirements

  • 6 years in BSC degree and 5 years in MSc. in Economics, Development Studies, Business, or related subject.

  • Experience working on Market Systems (M4P) programmes, or assessing value chains and exploring market linkages

  • At least 4 years managerial experience on development projects, preferably private sector focused.

  • In depth understanding of Ethiopia and refugee and host community development response

  • Ability to build relationships with multiple partners, including donors and government

  • Demonstrated knowledge of monitoring and management tools and mechanisms

  • Understanding of programme management in Ethiopian context

  • Experience working in humanitarian and refugee context, preferably in Ethiopia

  • Strong knowledge of the Ethiopian working environment

  • Knowledge of FCDO operations and processes

    Required Skills/ Experience

  • Proficiency in English (both written and oral) is essential

  • Proven management skills.

  • Computer literate.
    Project management experience.

  • Donor standard proposal and report writing skills

  • Excellent representational skills.

  • Excellent communication and interpersonal skills.
