Project Overview

The IRC seeks to hire a consultant to support the development of a strategy to help determine and articulate IRC’s niche in the health sector in Uganda. Based on IRC Uganda’s defined niche, it is expected that there will be an accompanying business development plan and donor profiles to support IRC Uganda’s targeted fundraising efforts to grow its health sector funding portfolio.

The consultant will work closely with the Deputy Director of Programs, Health Coordinator, Deputy Health Coordinator and Grants Coordinator throughout the duration of their consultancy. Except for the initial in-person workshop in Uganda, the consultancy can be conducted remotely.

Scope of Work / Roles and Responsibilities

  • Read background materials to become familiar with IRC’s global health strategy, IRC Uganda’s health portfolio, Uganda health sector priorities and donor priorities. Craft an agenda for the in-person health strategy development workshop in a way that is informed by the background materials.

  • Plan and facilitate an in-person health strategy development workshop, working closely with IRC Uganda’s team and key stakeholders to guide discussions, gather input, and ensure workshop results are used to inform the deliverables under this consultancy.

  • Take lead in the development of the IRC Uganda health strategy based on desk research, the outcome of the workshop and input received from the IRC Uganda health team, grants and senior management, as well as the IRC Health Unit’s technical advisors. The health strategy will include clear objectives, strategies, and performance indicators to guide the IRC’s health initiatives in Uganda including recommendations for stakeholder engagement, capacity building and sustainability.

  • Based on the identified niche,
    develop a health-specific business development plan and donor profiles. The business development plan will be tailored to the IRC’s health initiatives and capacity, align with donor priorities and funding opportunities, competitive analysis and detail potential donors to inform targeted fundraising efforts.

  • Develop a health capacity statement that can be used for fundraising efforts. The capacity statement will detail the IRC’s capabilities and achievements in the health sector in Uganda. This document will be designed to communicate for fundraising purposes to potential donors and partners the IRC’s strengths in the health sector in Uganda.

    Deliverables

  • Agenda and presentation slides for an in-person strategy workshop.

  • IRC Uganda health strategy.

  • Health business development plan and accompanying donor profiles.

  • Health capacity statement.

    Minimum Qualifications:

    The successful consultant should meet the following requirements:

  • Background in public health or related field.

  • Proven experience developing or contributing to strategies.

  • Proven experience planning and facilitating workshops.

  • Strong English writing skills.

  • Ability to work independently and without significant supervision.

  • Familiarity with the Ugandan context, a plus.

  • Willingness to travel to support and facilitate the in-person workshop.
