Scope

  • Under the supervision of assistant finance controller, the finance officer is responsible for Preparing and updating operating Budget and Budget Reforecast for the Fiscal year.

  • Prepare monthly Salary and SPC mapping for actual, and SPC JV and Preparing SPC rate for Budget Proposals.in addition, review proposals and prepare donor and gov’t reports as per required quality and timeline.

    Responsibilities

  • Collect and analyze personnel and overhead costs from the country and field offices for the data needs to be updated quarterly.

  • Update the operating budget by including all funding opportunities with high likelihood of success in addition to those of the confirmed ones.

  • Update the operating budget for any new information that takes place throughout the fiscal year

  • Support field teams in updating their respective operating budget by providing vital information and guidance on a timely basis

  • Prepare personnel Budget analysis for Addis national staff members on a monthly basis.

  • Prepare Personnel budget Analysis for Expats on a monthly basis reflecting budget sources and coverage rate

  • Prepare monthly map for SPC Addis Actuals.

  • Run payroll JV and SPC actuals JV during the month end accounts closing and ensuring its timely posting

  • Update the monthly salary map on the new HRMIS system and availing it for everyone for timely consumption. i.e, for both the Human Resource Management and the overall staff members

  • Guide field offices in uploading their monthly salary maps on the HRMIS system

  • Prepare and
    sharing SPC rate for budget proposals by analyzing different portfolios as requested by grants unit

  • Review the compliance of budget proposals developed by different units with IRC policy and donor requirements, this includes checking the overall cost, budget and budget breakdown of proposals.

  • Upoad new and revised budget on the online BVA per the given schedule.

  • Take part in donor or government audit process by providing appropriate document and information to auditors for queries could be raised.

  • Produce monthly BVA (per assignment) with important details and clear note on issues to be addressed regularly. Assist IRC staff in how to use and read BVA in day to day operation

  • Review/prepare accurate government report quarterly or as per required schedule on the agreement.

  • Attend on regular Grant Opening and Closing Meetings and reflect issues from finance side

    Job Requirements

    Requirements

  • Degree in Accounting with a minimum of 2 years’ experience or Diploma in Accounting with a minimum of 5 years’ experience.

  • 1 years with post graduate

  • Operating Excel, Word, and Access are required. Knowledge of Sun Accounting system and/or other accounting software is advantageous.

  • Ability to work under pressure and stressful situations.

  • Ability to communicate well in English.

  • Strong organizational and interpersonal skills.

  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail
