Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries.

We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview:

The Cash Transfer Programming Manager is the locally hired IRC position responsible for implementation of cash transfer or voucher programming in Ethiopia. The Manager is the central interface between the Economic recovery Coordinator and the IRC field team, administrators, vendors, and partners in relation to cash transfer programming.

As the technical per in command, the Manager’s first responsibility is overseeing the day-to-day implementation of cash transfer programming and the Officers who are in the field working with communities and beneficiaries. The Manager is expected to travel to the field frequently for higher level decision making, particularly during the often-challenging stages of community sensitization, project selection and dispute resolution.

Position Objectives:

The main objective of the CTP Manager position is to ensure the development, implementation, monitoring and evaluation of cash transfer programming activities, specifically cash vouchers, unconditional cash grants, or cash for work. She/He will report to the ERD coordinator.

Major Responsibilities:

Technical Quality

  • Lead program implementation activities at all stages of project cycle by providing guidance and technical direction to officers, field staff and other sectors who include cash transfer in their design.

  • Ensure that the selection of beneficiaries is participatory, and inclusive.

  • Ensure the payment options guarantee the maximum level of protection towards the beneficiaries.

  • Ensure that all CTP program activities are implemented, to a high technical quality, in accordance with the IRC CTP Implementation Procedure, and according to established minimum standards and/or quality benchmarks.

  • Lead and coordinate with other stakeholders regarding Market, cash and voucher feasibility assessment in IRC operational areas.

    Staff Supervision & Development

  • Directly support and functionally supervise CTP Officers and other staff engaged in cash transfer programming.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions

    Grant Planning & Implementation

  • Prepare and maintain/update detailed workplan(s) that support and achieve the overall grant timeline and completion date.

  • Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.

  • Approve expenditures to designated level; manage/monitor monthly expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts.

  • Provide input to the ERD/Field Coordinator during the process of identifying and hiring CTP Officers

    Grant Monitoring & Reporting

  • Undertake regular field monitoring visits
    to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

  • Ensure staff are adequately trained and undertaking effective data collection through post distribution monitoring, vendor monitoring tools, feedback mechanisms and other necessary data collection systems,

  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes.

  • Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators and achievements

    Partner Management

  • Serve as the main focal person in the field for the IRC’s implementing partners; maintain respectful and constructive relations and ensure regular meetings and ongoing coordination.

  • Regularly monitor performance of the Partner to achieve the set project’s objectives; provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines

  • Review partner financial and narrative submissions, including M&E data; provide advice and guidance to improve accuracy and quality as required.

    Coordination & Representation

  • Work closely and coordinator with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures, including active participation in grant opening/closing and review meetings.

  • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government, National cash working groups.

    Program Development

  • Assist in the collection of data, assessments, and proposal development for the sector.

    Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

  • Other duties as assigned by the supervisor to enable and develop IRC programs.

    Qualifications

    Educational Requirements:

  • BA/MBA graduate in Agri Economics, economics, and related field of study

    Preferred Experience & Skills:

  • 3+ years of experience managing emergency cash transfer projects

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications

  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time

  • Strong analytic problem-solving skills

  • Ability to work both independently and in a dynamic, cross-functional global team structure

  • Highly proficient in Microsoft Office suite

  • Demonstrated ability to work effectively with stakeholders at all levels

  • Ability to manage and work through change in a proactive and positive manner.

  • Proven ability in developing workplans, data collection and analysis and performance monitoring.

  • INGO experience is preferred.
