Job Purpose

  • The job holder is responsible for providing IPPFAR a performing and sustainable adolescent and youth centered SRHR programme

  • To provide strategic and technical guidance to IPPFAR program in Comprehensive Sexuality Education (CSE) and Youth centered care/programming design and management.

  • The job holder is responsible for effective development, coordination, implementation, and assessment of the functions of the Adolescent and Youth unit.

  • To be accountable for the achievements of IPPFAR adolescent and youth restricted funding projects expected results as provided for in the relevant and approved restricted funding projects documents.

    Key Tasks

    Programs

    • To provide technical guidance in the design, development; implementation; monitoring and evaluation of all adolescent and youth programmes implemented by the IPPF Africa Regional Office and overseeing all aspects, including programmatic, financial, and administrative.

    • To ensure that the youth centered approach is integrated into overall regional plans and programmes.

    • To design innovative gender sensitive and rights-based programmes for Adolescents and Youth

    • To develop systems to ensure adolescents and youth are knowledgeable about their health and how to access and obtain quality SRH information and services

    • To design approaches improving community support and involvement by recognizing the value of adolescent and youth SRH services (parents, guardians, and other community members and stakeholders)

    • To ensure that AR MA health facilities are providing a package of quality information, counselling, diagnostic, treatment, and care services that fulfils the rights and needs of adolescents and youth.

    • To develop service providers and clinical managers training programmes and activities that improve their attributes and technical competences to provide effective youth friendly SRH services

    • To develop systems to facilitate the engagement of adolescents and youth in SRHR programme and service planning, monitoring and evaluation

    • To contribute to build regional and national supportive environments that enable young people to access comprehensive sexuality education (CSE) and realize their sexual rights

    • To ensure effective implementation of the CSE among the IPPF Advocacy Common Agenda’s focus areas with Universal Access to SRH services and Abortion

    • To develop CSE training programmes and activities that enhances young people’s leadership competencies and aspirations in reproductive health

    • To identify and develop how at national level, CSE training programmes and activities are designed/adapted for, with and by young people

    Partnerships and Inter-departmental / inter-office Collaboration

    • To identify, collect and compile information on scalable and sustainable best approaches in the area of Adolescent and youth sexual and reproductive health (AYSRH), CSE and youth centred care/programming

    • To build partnerships and mobilize resources for SRHR in general and specifically for AYSRH, CSE and youth centred care/programming at regional and national levels

    • To provide support in the preparation and implementation of any regional donors’ meetings

    • To collaborate and advise the Global Senior Lead Youth and the Lead SRHR Program specialist on the technical aspects of the CSE and the Youth centred program

    • To promote and facilitate intra and inter regional collaboration/training and sharing of lessons and experiences on matters relating to AYSRH, CSE and youth centred care/programming

    • To organise and facilitate youth participation and working platforms at IPPFAR Youth Action movement (YAM) and ensure implementation and follow up

    • To coordinate regional youth activities such as youth forum, intergenerational dialogue, and e-forum

    • To strengthen external linkages and partnerships in the areas of AYSRH, CSE and youth centred care/programming

    • To develop and to track in collaboration with the Operations department the budget status for adolescents and youth programmes

    • To ensure effective implementation, monitoring and reporting of adolescent/youth programmes (restricted and unrestricted) in line with IPPF/other donor requirements

    Other

    • To actively engage in all priority initiatives in the Programmes Department including but not limited to the quality of care, task shifting, digital health and enabling services initiatives to streamline the youth components

    • To contribute to the regional office strategies on enhancing restricted funded project delivery

    • To work closely with the
    Lead SRHR Programme Specialist and other colleagues to advance departmental agenda

    • To ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy

    • To provide advice to the immediate supervisor and the Head of Programmes Department on adolescents and youth programme/policy issues
    • To undertake other reasonable assignment as may be requested by her/his supervisor from time to time

    Person Specifications

    Competencies

    Professionalism:

  • Knowledge and experience of working with International Non-Governmental Organization.

  • Knowledge of wide range of SRHR programs and innovations, specifically related to AYSRH, CSE and youth centered care/programming

  • Knowledge of the region and/or countries in the region as per IPPF delimitation, including the political, economic, and social dimensions

  • In-depth understanding of reproductive health issues for vulnerable groups in the Africa Region, including adolescent and young people

  • Ability to identify and to formulate conclusions/recommendations to resolve a wide range of complex issues/problems

  • Ability to relate AYSRH and CSE issues and perspectives, including gender and inclusiveness issues, to human rights Programmes

    Education

    • Master’s degree in Development studies, Social sciences, Social Work and other relevant areas

    Work Experience

    • At least six years’ experience in similar position, or programmes management of community, adolescents, and youth development

    • Two years of experience in the related area at the international level is required

    • Significant experience of effectively managing budgets in line with donor requirements

    • Experience in networking and social network

    • Experience with Youth led association and/or Youth led non-governmental organization (NGO)

    Languages

    • For this post fluency in English and French (both
    oral and written) is required.

    • Knowledge of Portuguese is an advantage

    Assessment

  • Evaluation of qualified candidates may include a desk review and/or an assessment exercise which may be followed by competency-based interview
