Background

  • Migration Dialogue for Southern Africa (MIDSA) was established in 2000 by the International Organization for Migration (IOM) in partnership with the Southern Africa Migration Project (SAMP), in close collaboration with the SADC Member States and relevant partners including; the International Migration Policy Programme (IMP) and the US Immigration and Naturalization Service.

  • The overall objective of MIDSA is to enhance inter-state dialogue and intra-regional cooperation on migration among the SADC Member States to enhance capacities for migration management and to improve migration governance at the national and regional levels in the Southern Africa Region.

  • MIDSA has since become a platform for migration dialogue in an informal non-binding setting to ensure common understanding and policy coherence on migration and related issues.

    The specific objectives of MIDSA are to:

  • Encourage the sharing of experiences, information, and good practices, including migration data and policies among others;


  • Enhance knowledge and foster a greater understanding and policy coherence by policymakers, officials, and stakeholders of the migration phenomenon and migration dynamics amongst SADC member states;

  • Build consensus and a common position among the SADC Member States on migration and related issues;

  • Enhance national and regional institutional and technical capacities of member states for effective migration management in a collaborative and evidenced-based manner;

  • Identify priority issues of common interest and concern to the SADC Member States focusing on technical cooperation, capacity building, information collection, dissemination and sharing and towards policy formulation and harmonization at the national and regional level;

  • Identify common training needs and training programs to enhance capacities in the multifaceted aspects of migration management;

  • Promote the ratification, application, and implementation of the Protocol relating to the free movement of persons;

  • Promote continuous dialogue on migration through series of workshops, meetings, conferences, and seminars which brings together representatives of the SADC Member States and if necessary other stakeholders including countries of transit and destination, civil society and international Organizations for information exchange on the following identified priority issues:

    Aims and Objectives

  • The overall aim of the consultancy is to produce a draft and final MIDSA report, with recommendations, for the 6th Ministerial Meeting scheduled to take place from the 25-28 October, 2021 in Maputo, Mozambique; -

    The specific activities:

  • Be physically present to participate and document the deliberations of the 6th MIDSA Meeting in Maputo;

  • Co-ordinate the presentations and collation of the necessary materials in liaison with the MIDSA Secretariat;

  • Coordinate with the various Rapporteurs for the thematic Sessions to capture the key outcomes and recommendations of the Experts meetings

  • Summarise the daily presentations made during the meeting with key outcomes and recommendations;

  • Present the key outcomes and recommendations of each day for presentation

  • Capture discussions and recommendations of the meeting and present to the participants for comments and validation;

  • Be available as Rapporteur throughout the Meeting to document the presentations and deliberations of the entire meeting;

  • Present a summary of the key issues, outcomes and recommendations of the Experts Meetings in plenary at the end of the Senior Officials Meeting;

    Expected Deliverables:

  • Utilizing the report of the previous meetings, the consultant shall:

  • Daily draft report of the key outcomes and recommendations of the Experts / Senior Officials Meeting;


  • A coordinated draft report of the various thematic Sessions including the key outcomes and recommendations of the Experts meetings;

  • A presentation of the draft outcomes with Recommendation in Plenary to the Senior Officials and Experts of SADC Member States including comments and inputs from
    the plenary;

  • A draft key outcome and Recommendation of the Experts Meeting in coordination with the MIDSA Secretariat for presentation and consideration by the Ministers;

  • A draft report of the Experts and Ministerial Meeting;

  • A Summary Final Report of the 6th MIDSA Ministerial Meeting

  • A Final detailed report of the 2021 MIDSA Ministerial Meeting comprising of the deliberations of the both the experts and Ministerial Meetings

  • Where necessary, transcribe all relevant audio tapes, background papers, speeches, and presentations from the meeting;

  • Summarise, compile and edit the background materials to produce a draft report for consultation; design a report layout using the template of the previous meeting;


  • Produce recommendation from adoption by the Ministerial meeting.

  • Produce the final MIDSA report of acceptable standard and quality to MIDSA Secretariate.

    Education, Experience and/or skills required

    Desirable qualifications and educational background for the consultancy are as follows.

  • Advanced University degree in Political, Social Science or Public Administration, International Relations, Law or an equivalent combination of relevant training and experience in policy development

  • Minimum of ten years of relevant professional experience

  • At least three years of experience as rapporteur

  • Experience on migration related fields and reviews

  • Working experience with governmental, inter-governmental, or non-governmental organizations.

  • Knowledge of migration issues in the region

  • Excellent report writing skills

  • Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds

  • Proven capacity to coordinate all administrative and technical aspects of the consultancy

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.

    Language

  • Fluency in English is required.

    Travel required

  • The consultant is expected to physically participate and document the deliberations of the 6th MIDSA Meeting in Maputo
