Context

  • Under the direct supervision of the Chief of Mission for South Africa, in close coordination with the Regional Thematic Specialist (RTS) for Labour Mobility and Human Development, other RTS’s and relevant units at headquarters (HQ), along with the technical teams from the United Nations Development Program(UNDP), Office of the High Commission for Human rights (OHCHR), UNWOMEN and United Nations High Commissioner for Refugees (UNHCR); the successful candidate will be accountable and responsible for the overall management, coordination and oversight for the United Nations’ pilot joint programme (JP) funded by the Global Compact for Migration (GCM), Multi Partner Trust Fund (MPTF) to strengthen migrant integration and social cohesion, through Stakeholders’ Engagement, Socio-Economic Activities and Countering Anti-Migrant Narratives in South Africa.

  • The focus of the joint programme (JP) is to strengthen migrant integration and social cohesion, particularly among the populations in vulnerable situations, through targeted engagement and participation of government counterparts, civil society, migrants and host communities in community-level peace and socio-economic related activities.

  • The JP will also help to shape the public narrative on migration, promote tolerance and evidence-based discussion on migration.

    Core Functions / Responsibilities

  • Provide overall management, coordination and implementation support to the United Nations Joint programme to strengthen migrant integration and social cohesion and the IOM Development Funded (IDF)project to Enhance Migrant Integration and Social Cohesion through Social Activities and Community Dialogues in South Africa, Botswana and Zimbabwe.

  • Liaise with UNDP, OHCHR, UNWOMEN and UNHCR, relevant government departments and other public and private stakeholders to ensure the implementation of the JP in an effective manner.

  • Ensure a coordinated and team-based approach to project implementation.

  • Ensure adherence to workplans, regular monitoring of activities, timely reporting according to donor specifications.

  • Ensure adequate and coordinated visibility and communication about the project, including radio messaging, social media and press releases.

  • Contribute to country mission implementation and reporting efforts.

  • Represent IOM in the UN technical team meeting and results groups.

  • Identify resources mobilization opportunities for the country office to scale up action to support relevant government departments, municipalities, civil society organizations, private sector, community leaders, non-governmental organizations, and academic institutions efforts in migration management.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in International Relations, Law, Human Rights, Social Sciences, Business Management or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience in liaising with
    government authorities and local communities as well as national and international institutions;

    • Experience in UN inter-agency coordination processes and knowledge of UN pooled funds;

    • Experience in the thematic area and good understanding of Global Compact on Migration (GCM) process;

    • Experience with project development, reporting, donor liaison and resource mobilization.

    Skills

    • Good understanding of United Nations Development System and the sustainable development goals.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of French is desirable.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
