Position Title :
  • Programme Manager (Disarmament, Demobilization and

    Context:

    IOM works to promote sound migration management, to facilitate international cooperation on
    migration issues, to search for practical solutions to migration challenges, and to provide
    humanitarian assistance to migrants in need including refugees and internally displaced persons
    (IDPs).

    The International Organization for Migration Special Liaison Office (IOM/SLO) in Addis Ababa
    supports the Government of Ethiopia (GoE) in addressing migration challenges, is working also
    to assist the GoE in the area of Disarmament, Demobilization and Reintegration (DDR) for those
    former combatant groups, making effort of helping them positively contribute to the development
    of the country.

    Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
    Emergency and Post-crisis (EPC) Programme Coordinator in the IOM/SLO, in close
    coordination with the Transition and Recovery Division (TRD) at IOM Headquarters (HQs) and
    EPC Regional Thematic Specialists (RTS) at IOM Regional Office of Nairobi, the successful
    candidate will be responsible for the overall design, management, coordination and implementation of Disarmament, Demobilization and Reintegration (DDR) programming in the
    Country Office (CO).

    S/he will assist the CO in addressing conflict resolution and urgent
    peacebuilding and stabilization needs, discharge duties and managing CO activities of DDR
    work including interim stabilization measures and community capacity to receive and reintegrate
    ex-members of armed groups.

    Core Functions / Responsibilities:

  • Oversee staff and operations related to DDR and DDR-like programming.
  • Direct and supervise the IOM team implementing DDR programme activities.
  • Manage the selection, hiring, training and oversight of international and/or local staff required
    for DDR activity implementation.
  • Manage the financial, administrative and programmatic aspects of DDR and DDR related
    activities, in close cooperation with CO financial staff and in accordance with IOM standards and
    operating modalities.
  • Supervise the tracking of all programme expenditures to ensure budget recommendations are
    met and financial tracking instruments are reconciled and that all funds are spent in accordance
    with IOM standards and donor expectations.
  • Undertake regular on-site programme monitoring and field travel to the extent that security
    conditions allow.
    Strategic Advice, Planning and Policy Development
  • Provide strategic advice and planning within the CO and contribute to institutional policy
    development.
  • Develop, update and maintain DDR programme strategy, operating parameters and
    procedures
    in consultation with the Chief of Mission and the EPC Coordinator.
  • Periodically fine-tune all programmatic systems, including registration, transportation, transit
    site rehabilitation, and care/maintenance, and reintegration activities in communities of return.
  • Regularly provide to the COM updates and recommendations for operational improvements.
  • Undertake regular and ongoing opportunities and risk analysis for programme activities
    against Organizational mandate and programme objectives; update and regularly promote risk
    management strategies.
  • Working within UN security and safety structures, uphold security procedures and
    requirements towards ensuring the safety and integrity of programme staff and operations.
    Partner Engagement, Reporting and Coordination
  • Take action to further enhance the objectives of the DDR programming in discussions with
    international and national counterparts, including donors, and seek programmatic partnerships
    and synergies when appropriate.
  • Maintain regular programme reporting and outreach to all programme counterparts including
    UN, national authorities and donor partners.
  • Supervise the creation and maintenance of the programme’s database and ensure
    adherence to IOM’s data protection policies.
  • Coordinate with primary stakeholders inside the Organization, including regional and HQ
    counterparts.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Law, International Relations, Development Studies and Planning, or a
    related field from an accredited academic institution with seven years of relevant professional
    experience; or
  • University degree in the above fields with nine years of relevant professional experience.

    Experience

  • Operational field experience in programme formulation, implementation and evaluation relating
    to demobilization and reintegration of ex-combatants;
  • A minimum of two years (2) of field experience at an international level with specialized
    international agencies (United Nations Agencies, International Organizations, and International
    Non-Government Organizations) and in complex crisis operations, including conflict and
    post-conflict situations;
  • Previous work experience in community-led recovery and stabilization programmes,
    youth-at-risk, prevention of recruitment to violent or extremist groups, livelihoods,
    socio-economic improvement and/or conflict mitigation components;
  • Previous experience in supervising staff;
  • Thorough knowledge of the United Nations Department of Safety and Security protocols and
    experience managing staff in a Phase III or above security environment;
  • Experience in setting clear tasks and team-building with staff from diverse environments and
    backgrounds and in UNDSS phased security areas.
