IOM Programme Assistant - Oversight Mechanism Vacancies


Context

  • Under the overall supervision of the Programme Manager and the direct supervision of the National Project Officer (Oversight Mechanism), the successful candidate will be responsible for supporting day to day implementation of activities of the assigned project titled “Fostering recruitment agencies’ ethical practices and accountability”, as well as support the Government of Kenya (GoK) to pilot a recruitment oversight mechanism to prevent Trafficking in Persons (TiP).

    Core Functions / Responsibilities:

    In particular the incumbent will:-

  • Coordinate logistics, documentation and correspondence related to implementation of oversight mechanism activities.

  • Coordinate with the National Project Officer (Oversight Mechanism) to liaise with the government counterparts and UN agency and other partners to organize oversight and policy related meetings/trainings and workshops.

  • Support National Project Officer (Oversight Mechanism) in coordinating the piloting of the oversight mechanism with the National Employment Authority (NEA) to report to unscrupulous practices by the recruitment agencies.

  • Undertake capacity building of the key partners to develop, pilot and implement oversight mechanism in coordination with the National Project Officer (Oversight Mechanism) and Programme Manager.

  • Plan and coordinate the administrative and other operational arrangements for all Oversight Mechanism related activities (including procurement documentation and processing, travels arrangements for IOM and non-IOM actors etc.)

  • Maintain and regularly update information related to implementation of oversight and community mechanisms activities.

  • Prepare activity reports, project report, and donor reports as per the donor agreement in coordination with the National Project Officer (Oversight Mechanism) and Programme Manager.

  • Organize and provide support for national and regional trainings/ forums on feedback mechanism and dissemination of NEA policies in coordination with the National Project Officer (Oversight Mechanism) and Programme Manager.

  • Support and coordinate the Oversight Mechanism activities with NEA for instance, in setting up a technical advisory committee to advise and guide the oversight board on setting up the oversight mechanism.

  • Draft clear and concise official letters, minutes and activity reports in English and compile, summarize, and present information/ data on specific project related topics, for example for Facebook, Twitter and other external publications.

  • Identify program challenges and opportunities and devise cost effective solutions to challenges as well
    as draft concepts for expansion of the program.

  • Provide support to the National Project Officer (Oversight Mechanism) to develop outreach and information material in coordination with Communications and Public Information units.

  • Plan and coordinate logistics, administration support for meetings, workshops, seminars, trainings, and conferences at the regional/national level as well as other events in coordination with the National Project Officer (Ethical Recruitment) and Programme Manager.

  • Complete Purchase Requisition for all relevant program activities and ensure proper quotation from vendors and follow up on any finance/admin related paperwork related to the project

  • Responsible for maintenance of project related files, documents, equipment, and database etc.

  • Contribute to development of oversight and community feedback mechanism outreach and info material. Support in preparation of related information materials, reports and other promotional/visibility items.

  • Undertake duty travel relating to the project activities, as required.

  • Perform any other tasks that may be assigned by the supervisor.

    Required Qualifications and Experience

    Education

  • Completed High School Degree/Certificate in Social Science, Development Studies, International Relations, Economics, Business Administration, Psychology or a related field from an accredited academic institution with six years of relevant professional experience;
    or

  • Bachelor’s Degree or Equivalent Degree or Higher in the above fields with four years of relevant professional experience.

    Experience

  • Experience in handling projects, administrative and logistical issues.

  • Experience working with government and UN stakeholders on labour migration and diaspora engagement.

  • Experience assisting in development of donor concept notes and proposals.

  • Prior experience of working in UN agencies will be considered as an asset.

    Language

  • Fluency in both written and spoken English and Kiswahili is required.
