IOM Programme Assistant - Ethical Recruitment Vacancies


Context

  • Under the overall supervision of the Programme Manager and the direct supervision of the National Project Officer (Ethical Recruitment), the successful candidate will be responsible for coordinating day to day implementation of activities of the assigned project titled “Fostering recruitment agencies’ ethical practices and accountability”, as well as supporting the Government of Kenya (GoK) to pilot a recruitment oversight mechanism to prevent Trafficking in Persons (TiP).

    Core Functions / Responsibilities:

    In particular the incumbent will:-

  • Provide specialized support and ensure start-up of the project’s component (Ethical Recruitment) is done in a timely manner including coordination of logistics, documentation and correspondence related to implementation of International Recruitment Integrity System (IRIS) related activities.

  • Coordinate with the National Project Officer (Ethical Recruitment) and maintain strong and regular liaison with the key government counterparts such as Ministry of Labour and Social Protection, Ministry of Foreign Affairs, Consular Services, National Coordination Mechanism (NCM), National employment authority (NEA) etc and NGOs working on ethical recruitment and migration management to organize IRIS related meetings/trainings and workshops.

  • Undertake field visits in coordination with the National Project Officer (Ethical Recruitment) to implement IRIS Capacity Building Program (CBP) training, monitor Private Employment Agencies (PEAs) progress, identify challenges in PEAs management systems and develop individualized PEA CBP workplan towards IRIS certification. Bring urgent issues to the attention of the Project Manager, National Officer (Ethical Recruitment) and Chief of Mission as well as consult with the IRIS secretariat and take corrective measures while documenting best practices for replication in future programmes.

  • Organize regular project meetings with key stakeholders including government counterparts, private employment agencies, training institutions, and participate in regular meetings with IRIS secretariat team in the operationalization of IRIS in Kenya.

  • Coordinate with the National Project Officer (Ethical Recruitment) and Programme Manager then liaise with the strategic partners, plan and organize IRIS meetings where relevant.

  • Analyse IRIS CBP progress and implementation reports and identify and document significant project/ programme events, achievements, decisions, problems or deviations and present regular reports to the programme manager and national officer.

  • Organize national and regional trainings/forums on IRIS capacity building program and popularization of the recruiter toolkit in coordination with the National Project Officer (Ethical Recruitment) and Programme Manager.

  • Prepare activity reports, project report, and donor reports as per the donor agreement in coordination with the National Project Officer (Ethical Recruitment) and Programme Manager.

  • Draft clear and
    concise official letters, minutes and activity reports in English and compile, summarize, and present information/ data on specific project related topics, for example for Facebook, Twitter, and other external publications.

  • Develop IRIS outreach and information material in coordination with Communications and Public Information units.

  • Monitor specific aspects of the project/ programme implementation, identify challenges/ problems and propose action to expedite delivery of inputs and undertake development of long-term program concepts and proposals for expansion of the program.

  • Provide technical support to other missions in East and Horn of Africa Region in implementation of the capacity building program whenever required.

  • Plan and coordinate logistics, administration support for meetings, workshops, seminars, trainings, and conferences at the regional/national level as well as other events in coordination with the National Project Officer (Ethical Recruitment) and Programme Manager.

  • Complete Purchase Requisition for all relevant program activities and ensure proper quotation from vendors and follow up on any finance/administrative related paperwork related to the project

  • Responsible for the maintenance of project related files, documents, equipment, and database etc.

  • Undertake duty travel relating to the project activities, as required.

  • Perform any other tasks that may be assigned by the supervisor.

    Required Qualification and Experience

    Education

  • Completed High School Degree/Certificate in Social Science, Development Studies, International Relations, Economics, Business Administration, Psychology or a related field from an accredited academic institution with six years of relevant professional experience;
    or 3

  • Bachelor’s Degree or Equivalent Degree or Higher in the above fields with four years of relevant professional experience.

    Experience

  • Experience in handling projects, administrative and logistical issues.

  • Training experience on IRIS capacity building program to Private employment agencies.

  • Experience assisting private employment agencies in development and review of self-assessment plans.

  • Prior experience of working in UN agencies will be considered as an asset.

    Language

  • Fluency in both written and spoken English and Kiswahili is required.
