IOM National Programme Officer - Oversight Mechanism Vacancies


Context:

  • Under the overall supervision of the Head of Programme and Policy Development and the direct supervision of the Programme Manager, the successful candidate will be responsible for coordinating implementation of the oversight mechanism component of the project titled, “Fostering recruitment agencies’ ethical practices and accountability” as well as supporting the Government of Kenya (GoK) to pilot a recruitment oversight mechanism to prevent Trafficking in Persons (TiP).

    Core Functions / Responsibilities:

    In particular, the incumbent will:

  • Support the Programme Manager in coordinating and monitoring on the roll-out of the project on development of the oversight mechanism in Kenya.

  • Support and monitor timely and efficient planning and implementation of the programmatic, administrative and operational activities of the assigned projects in coordination with the Programme Manager.

  • Coordinate with other IOM divisions, Regional and Country offices on project implementation, as necessary. Facilitate internal communication, proper documentation, information sharing, awareness, and support for the project on oversight mechanism establishment.

  • Support in coordinating the piloting of the oversight mechanism with the National Employment Authority (NEA) to report to unscrupulous practices by the recruitment agencies,

  • Provide support to the Programme Manager in identifying key Government partners to engage in development, pilot, and implementation of oversight mechanism in Kenya, as well as development of operating procedures of the mechanism.

  • Maintain close collaboration establishing a network of service providers and strengthen partnerships with relevant stakeholders such as Government entities at all levels, national CSOs, NGOs, INGOs, etc. to enhance project effectiveness. Specifically, provide technical and programmatic support to the Ministry of Labour and Social Protection.

  • Supervise, train, and guide the program assistant(s) working on the development of an oversight tool for the Kenya recruitment industry.

  • Support in providing technical trainings for key program strategic partners. Support NEA in setting up a technical advisory committee to advise and guide the oversight board on setting up the oversight mechanism.

  • Provide support in coordination with the Programme Manager and liaison with the strategic partners in planning and organizing meetings. support in coordinating the timely interventions through the oversight mechanism facilitating support to the returnees and potential migrants and guide relevant stakeholders and actors accordingly.

  • Provide support in Coordinating in the organization multi- stakeholders’ consultative workshops, logistics, finance, administration and coordination of meetings, workshops, seminars, trainings and conferences at the national level as well as local events in liaison with Programme Manager.

  • Support and coordinate implementation and monitoring of oversight and community feedback mechanism on reporting.

  • Support the NEA in dissemination and translation of available policies in selected counties in Kenya.

  • In coordination with the Programme Manager organize and co-facilitate with NEA regional and national trainings on feedback
    mechanism and NEA policies.

  • Supervise the Programme Assistant (oversight mechanism) to organize logistics, administrative and other operational arrangements for all oversight mechanism component related activities (including procurement documentation and processing, travels arrangements for non-IOM actors etc).

  • Support Programme Manager in leveraging opportunities on the Nairobi process initiative for resource mobilization. Contribute to the development of new project/ programme ideas and proposals for the Mission’s engagement.

  • In coordination with the Program Manager prepare activity reports, project progress reports, interim and final project reports and support the Programme Manager in drafting donor reports as requested as per the donor agreement. Track project expenditures and assist the Resource Management Unit to prepare financial reports

  • Maintain project related data, information and records of the activities and regularly update, administrative, operational, and legal documentation related to implementation of mechanism related activities.

  • Contribute to development of oversight and community feedback mechanism outreach and info material. Support in preparation of related information materials, reports and other promotional/visibility items.

  • Undertake duty travel related to programme assessment, liaison with counterparts, problem solving and new programme developments, as required.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Completed Master’s degree in Political or Social Science, Management, Business Administration, Public Administration, International Relations, Migration Studies, Economics or a related field from an accredited academic institution;
    or

    • Completed University degree in the above fields with two years of relevant professional experience.

    Experience

  • Experience in coordinating with Labour Migration Management and diaspora engagement programs in the region.

  • Project management experience preferably in the field of migration management, or labour migration and human rights of migrants.

  • Experience in working with government counterparts on labour migration and human development.

  • Experience in team building, stakeholder advocacy and engagement, capacity building and working with the private sector, government, civil society and international organisations.

  • Experience coordinating with UN agencies including International Labour Organization (ILO) in implementation of labour related activities.

  • Experience developing donor proposals for resource mobilization.

  • Prior experience of working in UN agencies will be considered as an asset.

    Languages

  • Fluency in both written and spoken English and Kiswahili is required.
